Republicans Drop Trump-Ordered Block On State AI Laws From Defense Bill 78

An anonymous reader quotes a report from Ars Technica: A Donald Trump-backed push has failed to wedge a federal measure that would block states from passing AI laws for a decade into the National Defense Authorization Act (NDAA). House Majority Leader Steve Scalise (R-La.) told reporters Tuesday that a sect of Republicans is now "looking at other places" to potentially pass the measure. Other Republicans opposed including the AI preemption in the defense bill, The Hill reported, joining critics who see value in allowing states to quickly regulate AI risks as they arise.

For months, Trump has pressured the Republican-led Congress to block state AI laws that the president claims could bog down innovation as AI firms waste time and resources complying with a patchwork of state laws. But Republicans have continually failed to unite behind Trump's command, first voting against including a similar measure in the "Big Beautiful" budget bill and then this week failing to negotiate a solution to pass the NDAA measure. "We MUST have one Federal Standard instead of a patchwork of 50 State Regulatory Regimes," Trump wrote on Truth Social last month. "If we don't, then China will easily catch us in the AI race. Put it in the NDAA, or pass a separate Bill, and nobody will ever be able to compete with America." If Congress bombs the assignment to find another way to pass the measure, Trump will likely release an executive order to enforce the policy. Republicans in Congress had dissuaded Trump from releasing a draft of that order, requesting time to find legislation where they believed an AI moratorium could pass.
"The controversial proposal had faced backlash from a nationwide, bipartisan coalition of state lawmakers, parents, faith leaders, unions, whistleblowers, and other public advocates," the NDAA, a bipartisan group that lobbies for AI safety laws, said in a press release.

This "widespread and powerful" movement "clapped back" at Republicans' latest "rushed attempt to sneak preemption through Congress," Brad Carson, ARI's president, said, because "Americans want safeguards that protect kids, workers, and families, not a rules-free zone for Big Tech."

The US Population Could Shrink in 2025, For the First Time Ever (derekthompson.org) 125

An anonymous reader shares a report: The United States is on the precipice of a historic, if dubious, achievement. If current trends hold, 2025 could be the first year on record in which the US population actually shrinks.

The math is straightforward. Population growth has two sources: natural increase (births minus deaths) and net immigration (arrivals minus departures). Last year, births outnumbered deaths by 519,000 people. That means any decline in net immigration in excess of half a million could push the U.S. into population decline. A recent analysis of Census data by the Pew Research Center found that between January and June, the US foreign-born population fell for the first time in decades by more than one million. While some economists have questioned the report, a separate analysis by the American Enterprise Institute predicted that net migration in 2025 could be as low as negative 525,000. In either case, annual population growth this year could easily turn negative.

Vivaldi Browser Doubles Down On Gen AI Ban 17

Vivaldi CEO Jon von Tetzchner has doubled down on his company's refusal to integrate generative AI into its browser, arguing that embedding AI in browsing dehumanizes the web, funnels traffic away from publishers, and primarily serves to harvest user data. "Every startup is doing AI, and there is a push for AI inside products and services continuously," he told The Register in a phone interview. "It's not really focusing on what people need." The Register reports: On Thursday, Von Tetzchner published a blog post articulating his company's rejection of generative AI in the browser, reiterating concerns raised last year by Vivaldi software developer Julien Picalausa. [...] Von Tetzchner argues that relying on generative AI for browsing dehumanizes and impoverishes the web by diverting traffic away from publishers and onto chatbots. "We're taking a stand, choosing humans over hype, and we will not turn the joy of exploring into inactive spectatorship," he stated in his post. "Without exploration, the web becomes far less interesting. Our curiosity loses oxygen and the diversity of the web dies."

Von Tetzchner told The Register that almost all the users he hears from don't want AI in their browser. "I'm not so sure that applies to the general public, but I do think that actually most people are kind of wary of something that's always looking over your shoulder," he said. "And a lot of the systems as they're built today that's what they're doing. The reason why they're putting in the systems is to collect information." Von Tetzchner said that AI in browsers presents the same problem as social media algorithms that decide what people see based on collected data. Vivaldi, he said, wants users to control their own data and to make their own decisions about what they see. "We would like users to be in control," he said. "If people want to use AI as those services, it's easily accessible to them without building it into the browser. But I think the concept of building it into the browser is typically for the sake of collecting information. And that's not what we are about as a company, and we don't think that's what the web should be about."

Vivaldi is not against all uses of AI, and in fact uses it for in-browser translation. But these are premade models that don't rely on user data, von Tetzchner said. "It's not like we're saying AI is wrong in all cases," he said. "I think AI can be used in particular for things like research and the like. I think it has significant value in recognizing patterns and the like. But I think the way it is being used on the internet and for browsing is net negative."

Making Cash Off 'AI Slop': the Surreal Video Business Taking Over the Web (msn.com) 83

The Washington Post looks at the rise of low-effort, high-volume "AI slop" videos: The major social media platforms, scared of driving viewers away, have tried to crack down on slop accounts, using AI tools of their own to detect and flag videos they believe were synthetically made. YouTube last month said it would demonetize creators for "inauthentic" and "mass-produced" content. But the systems are imperfect, and the creators can easily spin up new accounts — or just push their AI tools to pump out videos similar to the banned ones, dodging attempts to snuff them out.
One place where they're coming from... Jiaru Tang, a researcher at the Queensland University of Technology who recently interviewed creators in China, said AI video has become one of the hottest new income opportunities there for workers in the internet's underbelly, who previously made money writing fake news articles or running spam accounts. Many university students, stay-at-home moms and the recently unemployed now see AI video as a kind of gig work, like driving an Uber. The average small creator she interviewed did their day jobs and then, at night, "spent two to three hours making AI-slop money," she said. A few she spoke with made $2,000 to $3,000 a month at it.

California Successfully Tests 'Virtual Power Plant', Drawing Power From Batteries in 100,000 Homes (yahoo.com) 104

"California's biggest electric utilities pulled off a record-breaking test..." reports Semafor, "during the 7pm-9pm window that is typically its time of peak demand as people come home from work." Pacific Gas & Electric and other top California power companies switched on residential batteries in more than 100,000 homes and drew power from them into the broader statewide grid. The purpose of the test — the largest ever in the state, which has by far the most home battery capacity in the U.S. — was to see just how much power is really there for the utility to tap, and to ensure it could be switched on, effectively running the grid in reverse, without causing a crash.

The result, which the research firm Brattle published this week, was 535 megawatts, equal to adding a big hydro dam or a half-sized nuclear reactor at a fraction of the cost. "Four years ago this capacity didn't even exist," Kendrick Li, PG&E's director of clean energy programs, told Semafor. "Now it's a really attractive option for us. It would be silly not to harness what our customers have installed...." Last week's test proved that in times of peak demand, PG&E can lean on its customers' batteries rather than turn on a gas-fired peaker plant or risk a blackout, Li said.

Virtual power plants (VPPs) also facilitate the addition of more solar energy on the grid: At the moment, California has so much solar generation at peak hours that it can push the wholesale power price close to or even below zero, a headache for grid managers and a disincentive for renewable project developers. The careful manipulation of networked residential batteries smooths out the timing disparity between peak sunshine at midday and peak demand in the evening, allowing the excess to be soaked up and redeployed when it's actually needed, and making power cheaper for everyone. The expanded use of VPPs shouldn't be noticeable to battery owners, Li said, except for the money back on their power bill; nothing about the process prevents them from running their AC or dishwasher while their battery is being tapped. The network can also run in reverse, with the utility taking excess power from the grid at times of low demand and sending it into home batteries for storage.

California could easily reach over a gigawatt of VPP capacity within five years, Li said. Nationwide, a Department of Energy study during the Biden administration forecast that VPP capacity could reach up to 160 gigawatts by 2030, essentially negating the need for dozens of new fossil fuel power plants, with no emissions and at a far lower cost. In 2024, utilities in 34 states moved to initiate or expand VPP networks, according to the advocacy group VP3.

Even with a reduction in federal credits, virtual power plants "offer a way for residential solar-plus-storage systems to remain economically attractive for homeowners — who get paid for the withdrawn power," the article points out — and "a way to make better use of clean energy resources that have already been built."

Sunrun's distributed battery fleet "delivered more than two-thirds of the energy," notes Electrek, "In total, the event pumped an average of 535 megawatts (MW) onto the grid — enough to power over half of San Francisco... This isn't a one-off. Sunrun's fleet already helped drop peak demand earlier this summer, delivering 325 MW during a similar event on June 24.

"The company compensates customers up to $150 per battery per season for participating."

A Second Tea Breach Reveals Users' DMs About Abortions and Cheating (404media.co) 117

A second, far more recent data breach at women's dating safety app Tea has exposed over a million sensitive user messages -- including discussions about abortions, infidelity, and shared contact info. This vulnerability not only compromised private conversations but also made it easy to unmask anonymous users. 404 Media reports: Despite Tea's initial statement that "the incident involved a legacy data storage system containing information from over two years ago," the second issue impacting a separate database is much more recent, affecting messages up until last week, according to the researcher's findings that 404 Media verified. The researcher said they also found the ability to send a push notification to all of Tea's users.

It's hard to overstate how sensitive this data is and how it could put Tea's users at risk if it fell into the wrong hands. When signing up, Tea encourages users to choose an anonymous screenname, but it was trivial for 404 Media to find the real world identities of some users given the nature of their messages, which Tea has led them to believe were private. Users could be easily found via their social media handles, phone numbers, and real names that they shared in these chats. These conversations also frequently make damning accusations against people who are also named in the private messages and in some cases are easy to identify. It is unclear who else may have discovered the security issue and downloaded any data from the more recent database. Members of 4chan found the first exposed database last week and made tens of thousands of images of Tea users available for download. Tea told 404 Media it has contacted law enforcement. [...]

This new data exposure is due to any Tea user being able to use their own API key to access a more recent database of user data, Rahjerdi said. The researcher says that this issue existed until late last week. That exposure included a mass of Tea users' private messages. In some cases, the women exchange phone numbers so they can continue the conversation off platform. The first breach was due to an exposed instance of app development platform Firebase, and impacted tens of thousands of selfie and driver license images. At the time, Tea said in a statement "there is no evidence to suggest that current or additional user data was affected." The second database includes a data field called "sent_at," with many of those messages being marked as recent as last week.

Meta Argues Enshittification Isn't Real (arstechnica.com) 67

An anonymous reader quotes a report from Ars Technica: Meta thinks there's no reason to carry on with its defense after the Federal Trade Commission closed its monopoly case, and the company has moved to end the trial early by claiming that the FTC utterly failed to prove its case. "The FTC has no proof that Meta has monopoly power," Meta's motion for judgment (PDF) filed Thursday said, "and therefore the court should rule in favor of Meta." According to Meta, the FTC failed to show evidence that "the overall quality of Meta's apps has declined" or that the company shows too many ads to users. Meta says that's "fatal" to the FTC's case that the company wielded monopoly power to pursue more ad revenue while degrading user experience over time (an Internet trend known as "enshittification"). And on top of allegedly showing no evidence of "ad load, privacy, integrity, and features" degradation on Meta apps, Meta argued there's no precedent for an antitrust claim rooted in this alleged harm.

"Meta knows of no case finding monopoly power based solely on a claimed degradation in product quality, and the FTC has cited none," Meta argued. Meta has maintained throughout the trial that its users actually like seeing ads. In the company's recent motion, Meta argued that the FTC provided no insights into what "the right number of ads" should be, "let alone" provide proof that "Meta showed more ads" than it would in a competitive market where users could easily switch services if ad load became overwhelming. Further, Meta argued that the FTC did not show evidence that users sharing friends-and-family content were shown more ads. Meta noted that it "does not profit by showing more ads to users who do not click on them," so it only shows more ads to users who click ads.

Meta also insisted that there's "nothing but speculation" showing that Instagram or WhatsApp would have been better off or grown into rivals had Meta not acquired them. The company claimed that without Meta's resources, Instagram may have died off. Meta noted that Instagram co-founder Kevin Systrom testified that his app was "pretty broken and duct-taped" together, making it "vulnerable to spam" before Meta bought it. Rather than enshittification, what Meta did to Instagram could be considered "a consumer-welfare bonanza," Meta argued, while dismissing "smoking gun" emails from Mark Zuckerberg discussing buying Instagram to bury it as "legally irrelevant." Dismissing these as "a few dated emails," Meta argued that "efforts to litigate Mr. Zuckerberg's state of mind before the acquisition in 2012 are pointless."

"What matters is what Meta did," Meta argued, which was pump Instagram with resources that allowed it "to 'thrive' -- adding many new features, attracting hundreds of millions and then billions of users, and monetizing with great success." In the case of WhatsApp, Meta argued that nobody thinks WhatsApp had any intention to pivot to social media when the founders testified that their goal was to never add social features, preferring to offer a simple, clean messaging app. And Meta disputed any claim that it feared Google might buy WhatsApp as the basis for creating a Facebook rival, arguing that "the sole Meta witness to (supposedly) learn of Google's acquisition efforts testified that he did not have that worry."
In sum: A ruling in Meta's favor could prevent a breakup of its apps, while a denial would push the trial toward a possible order to divest Instagram and WhatsApp.

As Chromecast Outage Drags On, Fix Could Be Days To Weeks Away (theregister.com) 19

On March 9, older Chromecast and Chromecast Audio devices stopped working due to an expired device authentication certificate authority that made them untrusted by Google's apps. While unofficial apps like VLC continue to function, Google's fix will require either updating client apps to bypass the issue or replacing the expired certificates, a process that could take weeks; however, Google has since announced it is beginning a gradual rollout of a fix. The Register reports: Tom Hebb, a former Meta software engineer and Chromecast hacker, has published a detailed analysis of the issue and suggests a fix could take more than a month to prepare. He's also provided workarounds here for folks to try in the meantime. We spoke to Hebb, and he says the problem is this expired device authentication certificate authority. [...] The fix is not simple. It's either going to involve a bit of a hack with updated client apps to accept or workaround the situation, or somehow someone will need to replace all the key pairs shipped with the devices with ones that use a new valid certificate authority. And getting the new keys onto devices will be a pain as, for instance, some have been factory reset and can't be initialized by a Google application because the bundled cert is untrusted, meaning the client software needs to be updated anyway.

Given that the product family has been discontinued, teams will need to be pulled together to address this blunder. And it does appear to be a blunder rather than planned or remotely triggered obsolescence; earlier Chromecasts have a longer certificate validity, of 20 years rather than 10. "Google will either need to put in over a month of effort to build and test a new Chromecast update to renew the expired certificates, or they will have to coordinate internally between what's left of the Chromecast team, the Android team, the Chrome team, the Google Home team, and iOS app developers to push out new releases, which almost always take several days to build and test," Hebb explained. "I expect them to do the latter. A server-side fix is not possible."

So either a week or so to rush out app-side updates to tackle the problem, or much longer to fix the problem with replaced certs. Polish security researcher Maciej Mensfeld also believes the outage is most likely due to an expired device authentication certificate authority. He's proposed a workaround that has helped some users, at least. Hebb, meanwhile, warns more certificate authority expiry pain is looming, with the Chromecast Ultra and Google Home running out in March next year, and the Google Home Mini in January 2027.

'Please Stop Inviting AI Notetakers To Meetings' 47

Most virtual meeting platforms these days include AI-powered notetaking tools or bots that join meetings as guests, transcribe discussions, and/or summarize key points. "The tech companies behind them might frame it as a step forward in efficiency, but the technology raises troubling questions around etiquette and privacy and risks undercutting the very communication it's meant to improve (paywalled; alternative source)," writes Chris Stokel-Walker in a Weekend Essay for Bloomberg. From the article: [...] The push to document every workplace interaction and utterance is not new. Having a paper trail has long been seen as a useful thing, and a record of decisions and action points is arguably what makes a meeting meaningful. The difference now is the inclusion of new technology that lacks the nuance and depth of understanding inherent to human interaction in a meeting room. In some ways, the prior generation of communication tools, such as instant messaging service Slack, created its own set of problems. Messaging that previously passed in private via email became much more transparent, creating a minefield where one wrong word or badly chosen emoji can explode into a dispute between colleagues. There is a similar risk with notetaking tools. Each utterance documented and analyzed by AI includes the potential for missteps and misunderstandings.

Anyone thinking of bringing an AI notetaker to a meeting must consider how other attendees will respond, says Andrew Brodsky, assistant professor of management at the McCombs School of Business, part of the University of Texas at Austin. Colleagues might think you want to better focus on what is said without missing out on a definitive record of the discussion. Or they might think, "You can't be bothered to take notes yourself or remember what was being talked about," he says. For the companies that sell these AI interlopers, the upside is clear. They recognize we're easily nudged into different behaviors and can quickly become reliant on tools that we survived without for years. [...] There's another benefit for tech companies getting us hooked on AI notetakers: Training data for AI systems is increasingly hard to come by. Research group Epoch AI forecasts there will be a drought of usable text possibly by next year. And with publishers unleashing lawsuits against AI companies for hoovering up their content, the tech firms are on the hunt for other sources of data. Notes from millions of meetings around the world could be an ideal option.

For those of us who are the source of such data, however, the situation is more nuanced. The key question is whether AI notetakers make office meetings more useless than so many already are. There's an argument that meetings are an important excuse for workers to come together and talk as human beings. All that small talk is where good ideas often germinate -- that's ostensibly why so many companies are demanding staff return to the office. But if workers trade in-person engagement for AI readbacks, and colleagues curb their words and ideas for fear of being exposed by bots, what's left? If the humans step back, all that remains is a series of data points and more AI slop polluting our lives.

Meta, Activision Sued By Parents of Children Killed in Last Year's School Shooting (msn.com) 153

Exactly one year after the fatal shooting of 19 elementary school students in Texas, their parents filed a lawsuit against the publisher of the videogame Call of Duty, against Meta, and against the manufacturer of the AR-15-style weapon used in the attack, Daniel Defense.

The Washington Post says the lawsuits "may be the first of their kind to connect aggressive firearms marketing tactics on social media and gaming platforms to the actions of a mass shooter." The complaints contend the three companies are responsible for "grooming" a generation of "socially vulnerable" young men radicalized to live out violent video game fantasies in the real world with easily accessible weapons of war...

Several state legislatures, including California and Hawaii, passed consumer safety laws specific to the sale and marketing of firearms that would open the industry to more civil liability. Texas is not one of them. But it's just one vein in the three-pronged legal push by Uvalde families. The lawsuit against Activision and Meta, which is being filed in California, accuses the tech companies of knowingly promoting dangerous weapons to millions of vulnerable young people, particularly young men who are "insecure about their masculinity, often bullied, eager to show strength and assert dominance."

"To put a finer point on it: Defendants are chewing up alienated teenage boys and spitting out mass shooters," the lawsuit states...

The lawsuit alleges that Meta, which owns Instagram, easily allows gun manufacturers like Daniel Defense to circumvent its ban on paid firearm advertisements to reach scores of young people. Under Meta's rules, gunmakers are not allowed to buy advertisements promoting the sale of or use of weapons, ammunition or explosives. But gunmakers are free to post promotional material about weapons from their own account pages on Facebook and Instagram — a freedom the lawsuit alleges Daniel Defense often exploited.

According to the complaint, the Robb school shooter downloaded a version of "Call of Duty: Modern Warfare," in November 2021 that featured on the opening title page the DDM4V7 model rifle [shooter Salvador] Ramos would later purchase. Drawing from the shooter's social media accounts, Koskoff argued he was being bombarded with explicit marketing and combat imagery from the company on Instagram... The complaint cites Meta's practice, first reported by The Washington Post in 2022, of giving gun sellers wide latitude to knowingly break its rules against selling firearms on its websites. The company has allowed buyers and sellers to violate the rule 10 times before they are kicked off, The Post reported.

The article adds that the lawsuit against Meta "echoes some of the complaints by dozens of state attorneys general and school districts that have accused the tech giant of using manipulative practices to hook... while exposing them to harmful content." It also includes a few excerpts from the text of the lawsuit.
  • It argues that both Meta and Activision "knowingly exposed the Shooter to the weapon, conditioned him to see it as the solution to his problems, and trained him to use it."
  • The lawsuit also compares their practices to another ad campaign accused of marketing harmful products to children: cigarettes. "Over the last 15 years, two of America's largest technology companies — Defendants Activision and Meta — have partnered with the firearms industry in a scheme that makes the Joe Camel campaign look laughably harmless, even quaint."

Meta and Daniel Defense didn't respond to the reporters' requests for comment. But they did quote a statement from Activision expressing sympathy for the communities and families impacted by the "horrendous and heartbreaking" shooting.

Activision also added that "Millions of people around the world enjoy video games without turning to horrific acts."

Vitalik Buterin Addresses Threats To Ethereum's Decentralization In New Blog Post (theblock.co) 26

In a new blog post, Ethereum co-founder Vitalik Buterin has shared his thoughts on three issues core to Ethereum's decentralization: MEV, liquid staking, and the hardware requirements of nodes. The Block reports: In his post, published on May 17, Buterin first addresses the issue of MEV, or the financial gain that sophisticated node operators can capture by reordering the transactions within a block. Buterin characterizes the two approaches to MEV as "minimization" (reducing MEV through smart protocol design, such as CowSwap) and "quarantining" (attempting to reduce or eliminate MEV altogether through in-protocol techniques). While MEV quarantining seems like an alluring option, Buterin notes that the prospect comes with some centralization risks. "If builders have the power to exclude transactions from a block entirely, there are attacks that can quite easily arise," Buterin noted. However, Buterin championed the builders working on MEV quarantining through concepts like transaction inclusion lists, which "take away the builder's ability to push transactions out of the block entirely." "I think ideas in this direction - really pushing the quarantine box to be as small as possible - are really interesting, and I'm in favor of going in that direction," Buterin concluded.

Buterin also addressed the relatively low number of solo Ethereum stakers, as most stakers choose to stake with a staking provider, either a centralized offering like Coinbase or a decentralized offering like Lido or RocketPool, given the complexity, hardware requirement, and 32 eth minimum needed to operate an Ethereum node solo. While Buterin acknowledges the progress being made to reduce the cost and complexity around running a solo node, he also noted "once again there is more that we could do," perhaps through reducing the time to withdraw staked ether or reducing the 32 eth minimum requirement to become a solo staker. "Incorrect answers could lead Ethereum down a path of centralization and 're-creating the traditional financial system with extra steps'; correct answers could create a shining example of a successful ecosystem with a wide and diverse set of solo stakers and highly decentralized staking pools," Buterin wrote. Buterin finished his post by imploring the Ethereum ecosystem to tackle the hard questions rather than shy away from them. "...We should have deep respect for the properties that make Ethereum unique, and continue to work to maintain and improve on those properties as Ethereum scales," Buterin wrote. Buterin added today, in a post on X, that he was pleased to see civil debate among community members. "I'm really proud that ethereum does not have any culture of trying to prevent people from speaking their minds, even when they have very negative feelings toward major things in the protocol or ecosystem. Some wave the ideal of 'open discourse' as a flag, some take it seriously," Buterin wrote.

Microsoft's ambitious goal to be carbon negative by 2030 is threatened by its expanding AI operations, which have increased its carbon footprint by 30% since 2020. To meet its targets, Microsoft must quickly adopt green technologies and improve efficiency in its data centers, which are critical for AI but heavily reliant on carbon-intensive resources. Bloomberg reports: Now to meet its goals, the software giant will have to make serious progress very quickly in gaining access to green steel and concrete and less carbon-intensive chips, said Brad Smith, president of Microsoft, in an exclusive interview with Bloomberg Green. "In 2020, we unveiled what we called our carbon moonshot. That was before the explosion in artificial intelligence," he said. "So in many ways the moon is five times as far away as it was in 2020, if you just think of our own forecast for the expansion of AI and its electrical needs." [...]

Despite AI's ravenous energy consumption, this actually contributes little to Microsoft's hike in emissions -- at least on paper. That's because the company says in its sustainability report that it's 100% powered by renewables. Companies use a range of mechanisms to make such claims, which vary widely in terms of credibility. Some firms enter into long-term power purchase agreements (PPAs) with renewable developers, where they shoulder some of a new energy plant's risk and help get new solar and wind farms online. In other cases, companies buy renewable energy credits (RECs) to claim they're using green power, but these inexpensive credits do little to spur new demand for green energy, researchers have consistently found. Microsoft uses a mix of both approaches. On one hand, it's one of the biggest corporate participants in power purchase agreements, according to BloombergNEF, which tracks these deals. But it's also a huge purchaser of RECs, using these instruments to claim about half of its energy use is clean, according to its environmental filings in 2022. By using a large quantity of RECs, Microsoft is essentially masking an even larger growth in emissions. "It is Microsoft's plan to phase out the use of unbundled RECs in future years," a spokesperson for the company said. "We are focused on PPAs as a primary strategy."

So what else can be done? Smith, along with Microsoft's Chief Sustainability Officer Melanie Nakagawa, has laid out clear steps in the sustainability report. High among them is to increase efficiency, which is to use the same amount of energy or computing to do more work. That could help reduce the need for data centers, which will reduce emissions and electricity use. On most things, "our climate goals require that we spend money," said Smith. "But efficiency gains will actually enable us to save money." Microsoft has also been at the forefront of buying sustainable aviation fuels that has helped reduce some of its emissions from business travel. The company also wants to partner with those who will "accelerate breakthroughs" to make greener steel, concrete and fuels. Those technologies are starting to work at a small scale, but remain far from being available in commercial quantities even if expensive. Cheap renewable power has helped make Microsoft's climate journey easier. But the tech giant's electricity consumption last year rivaled that of a small European country -- beating Slovenia easily. Smith said that one of the biggest bottlenecks for it to keep getting access to green power is the lack of transmission lines from where the power is generated to the data centers. That's why Microsoft says it's going to increase lobbying efforts to get governments to speed up building the grid.
If Microsoft's emissions remain high going into 2030, Smith said the company may consider bulk purchases of carbon removal credits, even though it's not "the desired course."

"You've got to be willing to invest and pay for it," said Smith. Climate change is "a problem that humanity created and that humanity can solve."

Kids' Cartoons Get a Free Pass From YouTube's Deepfake Disclosure Rules (wired.com) 20

An anonymous reader quotes a report from Wired: YouTube has updated its rulebook for the era of deepfakes. Starting today, anyone uploading video to the platform must disclose certain uses of synthetic media, including generative AI, so viewers know what they're seeing isn't real. YouTube says it applies to "realistic" altered media such as "making it appear as if a real building caught fire" or swapping"the face of one individual with another's." The new policy shows YouTube taking steps that could help curb the spread of AI-generated misinformation as the US presidential election approaches. It is also striking for what it permits: AI-generated animations aimed at kids are not subject to the new synthetic content disclosure rules.

YouTube's new policies exclude animated content altogether from the disclosure requirement. This means that the emerging scene of get-rich-quick, AI-generated content hustlers can keep churning out videos aimed at children without having to disclose their methods. Parents concerned about the quality of hastily made nursery-rhyme videos will be left to identify AI-generated cartoons by themselves. YouTube's new policy also says creators don't need to flag use of AI for "minor" edits that are "primarily aesthetic" such as beauty filters or cleaning up video and audio. Use of AI to "generate or improve" a script or captions is also permitted without disclosure. [...]

The exemption for animation in YouTube's new policy could mean that parents cannot easily filter such videos out of search results or keep YouTube's recommendation algorithm from autoplaying AI-generated cartoons after setting up their child to watch popular and thoroughly vetted channels like PBS Kids or Ms. Rachel. Some problematic AI-generated content aimed at kids does require flagging under the new rules. In 2023, the BBC investigated a wave of videos targeting older children that used AI tools to push pseudoscience and conspiracy theories, including climate change denialism. These videos imitated conventional live-action educational videos -- showing, for example, the real pyramids of Giza -- so unsuspecting viewers might mistake them for factually accurate educational content. (The pyramid videos then went on the suggest that the structures can generate electricity.) This new policy would crack down on that type of video.
"We require kids content creators to disclose content that is meaningfully altered or synthetically generated when it seems realistic," says YouTube spokesperson Elena Hernandez. "We don't require disclosure of content that is clearly unrealistic and isn't misleading the viewer into thinking it's real."

Japan Will No Longer Require Floppy Disks For Submitting Some Official Documents (engadget.com) 45

Japan is aiming to phase out floppy disks and CD-ROMs, which until now were forms of physical media required for submitting some official documents to the government. Engadget reports: Back in 2022, Minister of Digital Affairs Taro Kono urged various branches of the government to stop requiring businesses to submit information on outdated forms of physical media. The Ministry of Economy, Trade and Industry (METI) is one of the first to make the switch. "Under the current law, there are many provisions stipulating the use of specific recording media such as floppy disks regarding application and notification methods," METI said last week, according to The Register. After this calendar year, METI will no longer require businesses to submit data on floppy disks under 34 ordinances. The same goes for CD-ROMs when it comes to an unspecified number of procedures. There's still quite some way to go before businesses can stop using either format entirely, however.

Kono's staff identified some 1,900 protocols across several government departments that still require the likes of floppy disks, CD-ROMs and even MiniDiscs. The physical media requirements even applied to key industries such as utility suppliers, mining operations and aircraft and weapons manufacturers. There are a couple of main reasons why there's a push to stop using floppy disks, as SoraNews24 points out. One major factor is that floppy disks can be hard to come by. Sony, the last major manufacturer, stopped selling them in 2011. Another is that some data types just won't fit on a floppy disk. A single photo can easily be larger than the format's 1.4MB storage capacity.

China To Require All Apps To Share Business Details in New Oversight Push (reuters.com) 17

China will require all mobile app providers in the country to file business details with the government, its information ministry said, marking Beijing's latest effort to keep the industry on a tight leash. From a report: The Ministry of Industry and Information Technology (MIIT) said late on Tuesday that apps without proper filings will be punished after the grace period that will end in March next year, a move that experts say would potentially restrict the number of apps and hit small developers hard. You Yunting, a lawyer with Shanghai-based DeBund Law Offices, said the order is effectively requiring approvals from the ministry. The new rule is primarily aimed at combating online fraud but it will impact on all apps in China, he said.

Rich Bishop, co-founder of app publishing firm AppInChina, said the new rule is also likely to affect foreign-based developers which have been able to publish their apps easily through Apple's App Store without showing any documentation to the Chinese government. Bishop said that in order to comply with the new rules, app developers now must either have a company in China or work with a local publisher.

FTX's Failure Is Sparking a Massive Regulatory Response (coindesk.com) 66

"The collapse of FTX will likely give rise to a number of criminal and civil actions against the exchange and its executives, like former FTX CEO Sam Bankman-Fried," reports CoinDesk, citing a number of legal experts. "It's also likely to push forward actual regulatory changes, either via lawmakers or through federal agencies themselves." An anonymous reader shares an excerpt from the report: FTX filed for bankruptcy last Friday, days after halting withdrawals and a little over a week after CoinDesk first reported that the balance sheet of FTX sister company Alameda Research held a surprisingly large amount of FTT, an exchange token issued by FTX. FTX was "fine," Bankman-Fried said in response to questions about his exchange's solvency, before a series of events showed otherwise. As a result, several state and federal agencies launched or expanded investigations into the company, including the U.S. Department of Justice, the U.S. Securities and Exchange Commission, the Securities Commission of the Bahamas and the Bahamas' Financial Crimes Investigation Branch. Members of the U.S. Congress from both political parties are also calling for further action as a result of the collapse. Some lawmakers are even talking about holding hearings, potentially by the end of the year, said Ron Hammond of the Blockchain Association.

The fact that regulators apparently had no view into some of the major projects that fell apart this year -- such as Celsius, Three Arrows, Luna and now FTX -- is "precisely the problem," said an industry participant who works closely with policymakers. Still, the individual told CoinDesk that they don't expect any major legislative action to occur this year. Most likely, Congress will look at bills like the Digital Commodities Consumer Protection Act, a bill that Bankman-Fried supported but was written prior to that, in the upcoming year. According to an attorney who requested anonymity, the SEC may have an easier time kicking off the investigation just due to its mandate. "The SEC is in a much better position to go to court and get a freeze [on assets] if they believe there's a reason to do that," the attorney said. "The SEC also has a less cumbersome process for subpoenaing testimony and freezing documents." The SEC and DOJ are likely to cooperate though, to the extent that DOJ investigators may sit in on SEC interviews.

FTX has various U.S. connections, which is all the SEC and DOJ need to assert jurisdiction for their investigations. FTX appears to be preparing for these investigations, with FTX US General Counsel Ryne Miller having already told the entire company to preserve documents. A former federal prosecutor told CoinDesk that the bankruptcy court may also shed light on the situation, thus assisting government investigators with their probes. "The bankruptcy court has the ability to now oversee the company and to obtain information from the company that, let's say the DOJ might not have been able to obtain as easily pre-bankruptcy, and they'll likely have access to a new trustee or an examiner and be able to learn in essentially real-time what's going on," the former prosecutor said. Executives like Bankman-Fried may also "be in a tough spot with respect to" deciding whether to cooperate or assert Fifth Amendment rights against self-incrimination, the former prosecutor added.
"A complicating factor -- for FTX anyway -- may be the fact that Bankman-Fried has tweeted his way through his company's collapse," adds CoinDesk.

"It's a complete nightmare," said Ken White, a former federal prosecutor and a partner at the Brown White & Osborn law firm. "This is a situation where all sorts of agencies are going to be looking at this, the SEC, the FTC, and probably the Department of Justice. There are all sorts of potential criminal and civil consequences -- lawsuits. Civil lawsuits are a certainty. And here he is sort of tweeting out his thoughts about it. It's every attorney's nightmare of what a client might do."

The main issue being that Bankman-Fried repeatedly took to Twitter to reassure users that everything was fine. "It creates new bases for criminal or civil claims against him just based on those tweets," White said. "So if he says that everything's fine, that their assets are real assets, and that's not true, then that can be securities fraud, and wire fraud, all sorts of other stuff, not to mention all sorts of civil causes of action ... It is just disastrously reckless."

Long-time Slashdot reader mspohr shares a report from the Boston Globe's health-news site STAT: The scientist flicked on a laser, filling the rat's brain with blue light. The rodent, true to its past two weeks of training, scampered across its glass box to a tiny spout, where it was duly rewarded with a drink of water. From the outside, this would appear to be a pretty run-of-the-mill neuroscience experiment, except for the fact that the neurons directing the rat to its thirst-quenching reward didn't contain any rat DNA. Instead, they came from a human "mini-brain" — a ball of human tissue called an organoid — that researchers at Stanford University School of Medicine had grown in a lab and implanted in the rodent's cortex months before.

The experiment — part of a study published Wednesday in Nature — is the first describing human neurons influencing another species' behavior. The study also showed that signals could go the other way; tendrils of human neurons mingled with the rodent brain cells and fired in response to air rustling the rats' whiskers.

The advance opens the door to using such human-rodent chimeras to better understand how the human brain develops and what goes wrong in neurological and psychiatric conditions such as schizophrenia, autism, and epilepsy. When the Stanford scientists implanted organoids grown from the cells of patients with a severe genetic brain disorder, they could watch the neurons develop abnormally with unprecedented clarity.

"This paper really pushes the envelope," said neuroscientist Tomasz Nowakowski, of the University of California, San Francisco, who uses brain organoids in his research on neurodevelopmental disorders but was not involved in the new work. "The field is desperate for more experimental models. And what's really important about this study is it demonstrates that brain organoids can complete their maturation trajectory when transplanted. So it really expands our toolkit for asking more nuanced questions about how genetic mutations lead to behavioral disorders."

It's an example of how stem cells have revolutionized brain research. By "doing their experiments in very young rats whose cortexes are not yet saturated with synapses," the article points out, the researchers "found that the human neurons easily integrated into the animals' rapidly expanding circuitry, which provided them with the stimulation they needed to push past previous developmental barriers."

Microsoft is Integrating Its Windows 365 Cloud PCs Into Windows 11 (theverge.com) 53

Microsoft put PCs in the cloud with Windows 365 last year, and now it's integrating these Cloud PCs directly into Windows 11. From a report: Windows 365 lets businesses access Cloud PCs from anywhere to stream a version of Windows 10 or Windows 11 inside a web browser. It's something Citrix and many others have been doing for years, but now Microsoft will allow Windows 11 PCs to boot straight to Windows 365 Cloud PCs or easily switch between them using Windows 11's virtual desktops feature. It's part of a hybrid work push for Windows, allowing businesses to support a mix of working remotely on traditional devices or through virtual cloud-powered ones. Microsoft is working on three new Windows 365 features that will be deeply integrated into Windows 11. The first is Windows 365 Boot, which will enable Windows 11 devices to log directly into a Cloud PC instance at startup instead of the local install of Windows. It's designed for devices that are shared between multiple people or for businesses that allow employees to bring your own device (BYOD) to work.

Chevy Silverado EV Revealed: GM's Best-Selling Truck Goes Electric (theverge.com) 116

An anonymous reader quotes a report from The Verge: Chevy Silverado, one of the top-selling pickup trucks in the US, is going electric. General Motors CEO Mary Barra unveiled Chevy's answer to the Ford F-150 Lightning during a virtual presentation at this year's Consumer Electronics Show. GM hopes that the plug-in pickup's familiar nameplate will help it lure Silverado owners and other truck fans to the world of zero tailpipe emissions. The Silverado EV is the second electric truck for GM, succeeding the GMC Hummer EV, which went into production last year. But when it comes out in late 2023, the electric Silverado will be one of the flagship vehicles in the company's much larger $35 billion push into electric vehicles, as well as the first electric truck for the automaker's Chevy brand.

At launch, the Silverado EV will be available in two configurations: an RST First Edition and a fleet-oriented Work Truck (WT) model. Both models will get more than 400 miles of range on a full charge (though that number still needs to be certified by the Environmental Protection Agency). The base model work truck will start at $39,900, while the fully loaded RST First Edition, named because it will be first off the assembly line in spring 2023, will sell for the suggested price of $105,000. Chevy says that after production ramps up, various versions of the truck will be available for $50,000-$80,000. The automaker is already taking reservations.

Like most electric vehicles, the electric Silverado will be incredibly quick, able to sprint from 0 to 60 mph in less than 4.5 seconds. That's quicker than the RWD single-motor Cybertruck and about on par with the Ford F-150 Lightning and the tri-motor Cybertruck. (Tesla says the quad-motor truck will be able to hit 60 mph in 2.9 seconds.) The RST version sounds like it could easily knock the wind out of you, with 485kW of total power (664 horsepower) and 780 pound-feet of torque while in the Silverado's Wide Open Watts Mode. The RST First Edition of the truck will also feature a host of additional features, including: Four-wheel steering; Automatic Adaptive Air Suspension, enabling the vehicle to be raised or lowered 2 inches; Multi-Flex Midgate that expands the truck's cargo capability while maintaining seating for a rear row passenger Available Multi-Flex Tailgate with power release; 17-inch LCD infotainment screen paired with a neighboring 11-inch-diagonal reconfigurable driver instrument display and a multi-color driver head-up display with a field of view over 14 inches; and Trailering-capable Super Cruise, GM's hands-free driver assistance technology, allowing drivers to travel hands-free on more than 200,000 miles of compatible roads across the US and Canada.
GM doesn't have its own charging network, so Silverado EV owners "will need to rely on a patchwork of third-party EV charging companies for most of their needs," notes The Verge. For onboard power, the Silverado bests the F-150 Lightning "putting out an incredible 10.2kW for all sorts of charging needs, including powering an entire home or charging another electric vehicle."

The vehicle will be built in Detroit at GM's Factory Zero EV plant.

Will Data Centers Exacerbate Our Droughts? (nbcnews.com) 86

A data center can easily use up to 1.25 million gallons of water each day — and "More data centers are being built every day by some of America's largest technology companies," reports NBC News, "including Amazon, Microsoft and Google and used by millions of customers." Almost 40 percent of them are in the United States, and Amazon, Google and Microsoft account for more than half of the total. The U.S. also has at least 1,800 "colocation" data centers, warehouses filled with a variety of smaller companies' server hardware that share the same cooling system, electricity and security, according to Data Center Map. They are typically smaller than hyperscale data centers but, research has shown, more resource intensive as they maintain a variety of computer systems operating at different levels of efficiency.

Many data center operators are drawn to water-starved regions in the West, in part due to the availability of solar and wind energy. Researchers at Virginia Tech estimate that one-fifth of data centers draw water from moderately to highly stressed watersheds, mostly in the Western United States, according to a paper published in April...

The growth in the industry shows no signs of slowing. The research company Gartner predicts that spending on global data center infrastructure will reach $200 billion this year, an increase of 6 percent from 2020, followed by 3-4 percent annually over the next three years. This growth comes at a time of record temperatures and drought in the United States, particularly in the West. "The typical data center uses about 3-5 million gallons of water per day — the same amount of water as a city of 30,000-50,000 people," said Venkatesh Uddameri, professor and director of the Water Resources Center at Texas Tech University. Although these data centers have become much more energy and water efficient over the last decade, and don't use as much water as other industries such as agriculture, this level of water use can still create potential competition with local communities over the water supply in areas where water is scarce, he added...

Sergio Loureiro, vice president of core operations for Microsoft, said that the company has pledged to be "water positive" by 2030, which means it plans to replenish more water than it consumes globally. This includes reducing the company's water use and investing in community replenishment and conservation projects near where it builds facilities.

Amazon did not respond to requests for comment.
