Universities are private property; the have duties to their staff, their customers, and to people who take up residence there.

But they can find a role assisting law enforcement instead of being in their way.

This is Tata's entire business model. They don't even try to be subtle.

The theory is that it's not quite the same as regular income because you didn't keep the money, or use it in any way that benefited you, and passed in on to the community at large.
