Yes, even though some people were threatened, there's an investigation. Looks like the author wanted the issue to be ignored because some people are assholes. That would be like if you got your car stolen, and because your racist neighbor said, "I hope you catch that nigger so I can lynch him!", the investigation was dropped. Bribery is still illegal, even if other things are happening.

The news I got was from Taiwan, so we might not have the same sources. However, all the English articles I've seen either imply or directly state that it's a full on crackdown on everyone - no puns for any reason.

China isn't banning puns. They're disallowing news anchors from using them during broadcasts, specifically public media. But that's not fear mongering enough, so of course that's not how it got picked up.

The clickbait joke reply wasn't funny the first time it was posted. It didn't suddenly become funny after the third time, or any time thereafter.
