There is no excuse for this

People need food to live. Food, in the form of plants, needs water and sunshine. Oregon and Washington have lots of water and not so much sun. California has lots of sun but less water. Shipping sunshine to Oregon and Washington is not practical. Can you figure out the rest?

I live in a port city and see lots of ships, but I'm not sure this baby could even enter the harbour here.

It's far bigger than what the Panama Canal can handle (maximum 290 meters long), as well as the Saint Lawrence Seaway (225 meters). The Panama Canal was designed for the largest ships of the day, RMS Olympic and RMS Titanic.

There aren't a lot of tall buildings in Los Angeles - a few dozen downtown, some along the Wilshire corridor. Beyond that, there are big hotels in some critical spots and not much else. If you limit new construction to 3 stories all that will happen is that 3-story businesses replace residential neighborhoods, and residential neighborhoods will move into the mountains and farmlands to the northwest, east, and south. Problems will be slightly worse than without the restriction.
