Ear Grown From Van Gogh DNA On Display 64

First time accepted submitter afeeney (719690) writes 'The Centre for Art and Media in Karlsruhe, Germany, is displaying an ear grown from DNA contributed by a relative of artist Vincent Van Gogh. The Center said artist Diemut Strebe made the replica using living cells from Lieuwe van Gogh, the great-great-grandson of Vincent’s brother Theo. Using a 3D-printer, the cells were shaped to resemble the ear that Vincent van Gogh is said to have cut off during a psychotic episode in 1888. “I use science basically like a type of brush, like Vincent used paint,” Strebe told The Associated Press. Historians argue about whether Van Gogh cut off his own ear and if so, why, but it remains one of the most famous acts of self-mutilation in the Western world.'

Geophysicists Discover How Rocks Produce Magnetic Pulses 72

KentuckyFC (1144503) writes "Since the 1960s, geophysicists have known that some earthquakes are preceded by ultra-low frequency magnetic pulses that increase in number until the quake takes place. But this process has always puzzled them: how can rocks produce magnetic pulses? Now a group of researchers has worked out what's going on. They say that rocks under pressure can become semiconductors that produce magnetic pulses under certain circumstances.

When igneous rocks form in the presence of water, they contain peroxy bonds with OH groups. Under great temperature and pressure, these bonds break down creating electron-holes pairs. The electrons become trapped at the site of the broken bonds but the holes are free to move through the crystal structure. The natural diffusion of these holes through the rock creates p and n regions just like those in doped semiconductors. And the boundary between these regions behaves like the p-n junction in a diode, allowing current to flow in one direction but not the other. At least not until the potential difference reaches a certain value when the boundary breaks down allowing a sudden increase in current. It is this sudden increase that generates a magnetic field. And the sheer scale of this process over a volume of hundreds of cubic meters ensures that these magnetic pulses have an extremely low frequency that can be detected on the surface. The new theory points to the possibility of predicting imminent earthquakes by triangulating the position of rocks under pressure by searching for the magnetic pulses they produce (although significantly more work needs to be done to characterize the process before then)."

At the same time, Windows 7 has managed to climb back over the 50 percent mark, while Windows XP still has more than 25 percent of the pie, despite support for the ancient OS finally ending in April."

New Federal Database Will Track Americans' Credit Ratings, Other Financial Info 294

schwit1 (797399) writes "As many as 227 million Americans may be compelled to disclose intimate details of their families and financial lives — including their Social Security numbers — in a new national database being assembled by two federal agencies. The Consumer Financial Protection Bureau posted an April 16 Federal Register notice of an expansion of their joint National Mortgage Database Program to include personally identifiable information that reveals actual users, a reversal of previously stated policy. The FHFA will manage the database and share it with CFPB. A CFPB internal planning document for 2013-17 describes the bureau as monitoring 95 percent of all mortgage transactions. FHFA officials claim the database is essential to conducting a monthly mortgage survey required by the Housing and Economic Recovery Act of 2008 and to help it prepare an annual report for Congress."

Rambo Tribble (1273454) writes "The ongoing efforts to assign responsibility for the disastrous attempts to create the Cover Oregon health exchange, the primary contractor for which was Oracle Corporation, have entered a new round, with Governor John Kitzhaber calling on State Attorney General Ellen Rosenblum to initiate legal action against the firm. Kitzhaber has also sought the help of Washington D.C. in sanctioning Oracle, though Oregon's own management of the project and the terms of their contract with Oracle muddy the waters, considerably. Although the AG's office hasn't committed to filing suit, yet, AG Rosenblum has said, 'I share your determination to recover every dollar to which Oregon is entitled.' Although the outcome of this is uncertain, it is likely heads, both corporate and political, will roll."

Synchronized with the northern winter solstice, the terran computational calendar began roughly* 10 days before the UNIX Epoch. Each year is composed of 13 identical 28-day months, followed by a 'minimonth' that houses leap days (one most years and two every 4th but not 128th year) and leap seconds (issued by the IERS during that year). Each date is an unambiguous instant in time that exploits zero-based numbering and a handful of delimiters to represent the number of years and constant length months, days, hours, minutes, and seconds that have elapsed since 0TC (the calendar's starting point). An optional 'year base' may be applied to ignore erratic leap duration. Arithmetic date adjusting 'datemods' can be applied to define things like weeks, quarters, and regional times."

How LEDs Are Made 93

They took lots of pictures showing the parts that go into the LEDs, the machines used to build them, and the people operating the machines. There's a surprising amount of manual labor involved with making LEDs. Quoting: 'As shipped on the paper sheets, the LED dies are too close together to manipulate. There is a mechanical machine ... that spreads the dies out and sticks them to a film of weak adhesive. This film is suspended above the lead frames ... Using a microscope, the worker manually aligns the die, and, with a pair of tweezers, pokes the die down into the lead frame. The adhesive in the lead frame wins (is more sticky), and the worker quickly moves to the next die. We were told they can align over 80 per minute or about 40,000 per day.'"

How MIT and Caltech's Coding Breakthrough Could Accelerate Mobile Network Speeds 129

colinneagle (2544914) writes "What if you could transmit data without link layer flow control bogging down throughput with retransmission requests, and also optimize the size of the transmission for network efficiency and application latency constraints? In a Network World post, blogger Steve Patterson breaks down a recent breakthrough in stateless transmission using Random Linear Network Coding, or RLNC, which led to a joint venture between researchers at MIT, Caltech, and the University of Aalborg in Denmark called Code On Technologies.

The RLNC-encoded transmission improved video quality because packet loss in the RLNC case did not require the retransmission of lost packets. The RLNC-encoded video was downloaded five times faster than the native video stream time, and the RLNC-encoded video streamed fast enough to be rendered without interruption.

In over-simplified terms, each RLNC encoded packet sent is encoded using the immediately earlier sequenced packet and randomly generated coefficients, using a linear algebra function. The combined packet length is no longer than either of the two packets from which it is composed. When a packet is lost, the missing packet can be mathematically derived from a later-sequenced packet that includes earlier-sequenced packets and the coefficients used to encode the packet."

Report: Verizon Claimed Public Utility Status To Get Government Perks 140

An anonymous reader writes "Research for the Public Utility Law Project (PULP) has been released which details 'how Verizon deliberately moves back and forth between regulatory regimes, classifying its infrastructure either like a heavily regulated telephone network or a deregulated information service depending on its needs. The chicanery has allowed Verizon to raise telephone rates, all the while missing commitments for high-speed internet deployment' (PDF). In short, Verizon pushed for the government to give it common carrier privileges under Title II in order to build out its fiber network with tax-payer money. Result: increased service rates on telephone users to subsidize Verizon's 'infrastructure investment.' When it comes to regulations on Verizon's fiber network, however, Verizon has been pushing the government to classify its services as that of information only — i.e., beyond Title II. Verizon has made about $4.4 billion in additional revenue in New York City alone, 'money that's funneled directly from a Title II service to an array of services that currently lie beyond Title II's reach.' And it's all legal. An attorney at advocacy group Public Knowledge said it best: 'To expect that you can come in and use public infrastructure and funds to build a network and then be free of any regulation is absurd....When Verizon itself is describing these activities as a Title II common carrier, how can the FCC look at broadband internet and continue acting as though it's not a telecommunication network?'"

B-52 Gets First Full IT Upgrade Since 1961 190

"The US Air Force's 10th Flight Test Squadron recently took delivery of the first B-52H Stratofortress to complete a refit through the Combat Network Communications Technology (CONECT) program. It's an effort to bring the Cold War era heavy bomber into the 21st century way of warfare—or at least up to the 1990s, technology-wise. While the aircraft received piecemeal upgrades over the past 50 years of flying, CONECT is the first major information technology overhaul for the Air Force's B-52H fleet since the airplanes started entering service in 1961."

FCC Gets Go-Ahead For Plan To Expand Rural Internet Access 156

The FCC's plan to use fees collected from big telecom companies to expand Internet infrastructure in rural parts of the U.S. was given a green light yesterday in Denver, by the 10th Circuit Court of Appeals. Those telecoms maintained that the FCC's mandate did not extend to using the money to pay for Internet service, but a three-judge panel dismissed their challenge. From The Verge: "The FCC originally pitched the program as part of the Universal Service Fund in 2011, noting in a report a year earlier that approximately 14 million people did not have access to broadband. The Connect America Fund aimed to use a portion of customer bills in other areas of the country to build out broadband infrastructure, including cellular data networks in those areas. That would begin with $300 million at the start, and up to $500 million as part of an annual budget."
