Submission + - CRTC approves usage based billing in Canada (www.cbc.ca)

qvatch writes: "The CRTC has approved Bell Canada's request to bill internet customers, both retail and wholesale, based on how much they download each month.
The plan, known as usage-based billing, will apply to people who buy their internet connection from Bell, or from smaller service providers that rent lines from the company, such as Teksavvy or Acanac.
Customers using the fastest connections of five-megabits per second, for example, will have a monthly allotment of 60 gigabytes, beyond which Bell will charge $1.12 per GB to a maximum of $22.50.
If a customer uses more than 300 GB a month, Bell will also be able to implement an additional charge of 75 cents per gigabyte."

figleaf writes "Three years ago, with much fanfare, Microsoft announced it would make some of the .Net libraries open source using the Microsoft Reference License. Since then Microsoft has reneged on its promise. The reference code site is dead, the blog hasn't been updated in a year and a half, and no one from Microsoft responds to questions on the forum."

The tech blog last night exposed the name of the hapless Apple employee who had one German beer too many and left a prototype iPhone G4 in a California bar some 20 miles from Apple's Infinite Loop campus. Was that really necessary?" It also came out that they paid $5K for the leaked prototype and that Apple wants it back.

World's Smallest Superconductor Discovered 72

arcticstoat writes "One of the barriers to the development of nanoscale electronics has potentially been eliminated, as scientists have discovered the world's smallest superconductor. Made up of four pairs of molecules, and measuring just 0.87nm, the superconductor could potentially be used as a nanoscale interconnect in electronic devices, but without the heat and power dissipation problems associated with standard metal conductors."

Even for a new allele, say a SNP, its combination is only A, C, T, or G. Unless they can show that it is highly unlikely that the patented modification would occur naturally, any new alleles should be patent free. And heck, they can't compare the chance with pure random chance since we know that mutations / gene modifications do not occur randomly either. Claiming so would be very hard.

New treatment may or may not be patentable as well. If the treatment involves a naturally occurring sequence from other people (I'm thinking of siRNA and the likes), they can't patent the sequence either. They can only patent the method to synthesize it. Even then, if the method is in fact a naturally occurring method (i.e., that's how the body of human or other creatures does it), then they can't patent it either.

Actually, it's a tough situation. There is no real life experimental data can 100% fit the assumptions of commonly used statistical models. Real life data is messy. There is some degree of simplification. In addition, resorting to whiz-bang fancy methods that "fit" the real data may not be easily interpretable. Ease of result interpretability is what medical scientists want. There are other issues as well, such as computing time, equations derivability, etc.

In addition, many many medical scientists use statistics as a tool to filter things (e.g. candidate genes, target enzymes, treatments, etc). In this case, 100% accuracy is not really important. Once the scientists narrow down the genes, they can test the validity directly in either test animals or real people.

According to the article, Microsoft says that 'a total of 475 customers have used an unspecified number of coupons.' Blogger Brian Proffitt calculates that 'if indeed just 475 customers have received these coupons, then Microsoft has essentially subsidized SUSE Linux Enterprise Server (SLES) deployments to an average tune of US$505,263.16 per customer.'"

Amazon Surrenders To Macmillan On eBook Pricing 437

CuteSteveJobs writes with a followup to news we discussed on Saturday of a disagreement between Amazon and Macmillan Publishers over ebook pricing: "Amazon has thrown in the towel and announced it will now sell books at Macmillan's increased prices; up to $14.99 from $9.99. Said Amazon in a statement: 'We will have to capitulate and accept Macmillan's terms because Macmillan has a monopoly over their own titles, and we will want to offer them to you even at prices we believe are needlessly high for e-books.' Macmillan has sensed Apple's iBooks opens the way for higher prices. Perhaps the question should be: do we even need publishers like Macmillian? Publishers have long managed to keep their old business model chugging along nicely despite the Internet; Academics are still forced to give up copyright (PDF) of their work in exchange for publication. Textbook publishers have a history of unethical practices like frequent edition changes, unjustifiable price increases and bribing teachers. For that matter, why do the RIAA's members still control the music business? Why do these dinosaur publishing businesses still manage to thrive despite the Internet?"

Yes and no — long story short, if you're in a private residence you're probably okay, but if you're running a sports bar you may technically have to negotiate a license with the NFL. Many of these biology experiments require very expensive machines, such as microarray machines, as mentioned by the article. I don't know if purchasing refurbished machines is a wise choice since we don't want data quality to be compromised. Also, don't forget about service plans when the machines break or producing inconsistent output. Not to mention various reagents, other chemicals, and supplies such as microarray chips that make the experiment yields high quality data. These easily reach hundreds of dollars a piece. Also, purchasing such chemicals will get you labeled as a terrorist.

Another issue is gathering the samples. If you're collecting yeast, that would be simple. Arabidopsis, other small plants, mice, or other small animals, you probably need quite some space. Humans? That won't be simple at all. You have to clear privacy issues, getting the research review board to sign papers, etc. Sample collection alone can cost you lots of money and time. You can always resort to publicly available data. But chances are that you won't be able to impress scientists much for going that route. Also, most of the important discoveries are already done on this data. Most likely, all you can do is to confirm existing results or to provide some tangential additional info.

MIT Offers Picture-Centric Programming To the Masses With Sikuli 154

coondoggie writes "Computer users with rudimentary skills will be able to program via screen shots rather than lines of code with a new graphical scripting language called Sikuli that was devised at the Massachusetts Institute of Technology. With a basic understanding of Python, people can write programs that incorporate screen shots of graphical user interface (GUI) elements to automate computer work. One example given by the authors of a paper about Sikuli is a script that notifies a person when his bus is rounding the corner so he can leave in time to catch it." Correlation Found Between Brain Structure and Video Game Success 110

While video games have been previously shown to stimulate brain activity and improve coordination skills, a recently published study has directly linked structures in the human brain with video game aptitude. And yes, apparently size does matter in this case. Quoting: '... each subject received 20 hours of training to play a video game specifically created for research purposes, called Space Fortress. It's basically an Asteroids-type arcade game, in which the object is to knock down and destroy an enemy fortress while dodging space mines. However, the game has lots of extra twists that require close attention. Some of the players were told to focus exclusively on running up a high score, while others were told to shift their priorities between several goals. The result? The subjects who had more volume in an area called the nucleus accumbens did significantly better in the early stages of training. Meanwhile, those who were well-endowed in different areas of the striatum, known as the caudate nucleus and putamen, handled the shifting strategies better.'"

The program for my dissertation (which were done in 3 years or so) has more than 160K lines. I've done several projects of that magnitude. 1M of codes is not as hard as you have thought. Some codes are just accessors, bridges, and other standard patterns that you would do over and over again for many different use cases. Each of these can easily reach 200-300 lines of code. If you're used to doing this, you wouldn't even think twice about the code.

Mandatory H1N1 Vaccine For NY Health Workers Suspended 292

While the reason for the suspension was stated as a shortage of the vaccine, a connection was found showing state Health Commissioner Richard F. Daines, M.D. and/or his wife may directly profit from the sale of the vaccine. Within hours of that connection being questioned on a radio show and the podcast being distributed, the announcement was made suspending the order. The health care community of NYS is petitioning the State Attorney general to investigate the connection."

Apple Discontinues ZFS Project 329

Zaurus writes "Apple has replaced its ZFS project page with a notice that 'The ZFS project has been discontinued. The mailing list and repository will also be removed shortly.' Apple originally touted ZFS as a feature that would be available in Snow Leopard Server. A few months before release, all mention of ZFS was removed from the Apple web site and literature, and ZFS was notably absent from Snow Leopard Server at launch. Despite repeated attempts to get clarification about their plans from ZFS, Apple has not made any official statement regarding the matter. A zfs-macos Google group has been set up for members of Apple's zfs-discuss mailing list to migrate to, as many people had started using the unfinished ZFS port already. The call is out for developers who can continue the forked project." Daring Fireball suggests that Apple's decision could have been motivated by NetApp's patent lawsuit over ZFS.
