This is a really old and mostly wrong story. There was a person who wanted to be paid for his invention, which happened to be a wrong-headed attempt to square the circle. He wanted government money for having done that work. That is what the bill was for. To give him money. He didn't get the money.
The scientific method is for experiments. If you wanted to use it to see if global warming was real, you would make a forecast like "The world will get hotter than it's ever been.", and see if it comes true or not. It did come true. Last year was hotter than it has ever been, globally. Scientists were telling us that would happen for years.
It's time to stop denying. It's time to stop saying "they should use the scientific method" when you know full well they have. You know, that is, unless your head is in the ground or your preferred news network is putting it there.

I have not been at HP for a long time, of course.
HP has a very long history of buying companies only to unload them for cents on the dollar a few years later. Remember Palm and WebOS? Take a look at the HP Acquisition List on Wikipedia. Not many of those companies were good buys.
This was another of many issues that contributed to staff depression while I was there and continues to this day. We could see it was wrong, but could do nothing about it.
They used to be the company engineers wanted to work for. When I got to Pixar in '81, the engineers that had been at HP were still proud of having worked there. It's really sad what's happened.
I just watched it on my Roku3, and I have to say I really enjoyed it. Hopefully it will get enough votes for Amazon to make the rest of the series.
If they couldn't dump to fuel tanks, and if dumping RP-1 overboard was a hazard, surely they'd just use a different fluid? If they're using RP-1 for the fins, I think that is a very strong indication that they're dumping to the fuel tanks.
Think of it as evolution in action. You can stay on one planet while some disaster takes it out. We have lots of choices of disaster, don't we? The human race can continue via those "space nutters".
Sure, we should try to avoid the disaster, etc., but planets are not forever.

We also all have an uvula, those trees can often have galls and many buildings have dormers. Doesn't necessarily mean they belong in a short childrens dictionary, though. After all, there are "real" dictionaries as well as the internet for anything not covered in the shortened one.
A minor nit-pick: I think you mean "chemical rocket".
Probably the most common rockets are liquid hydrogen/liquid oxygen. Neither are fossil fuels. Solid rockets could contain oil-derived plastics in their fuel, I don't know enough to say how often this is so. SpaceX uses kerosene/liquid oxygen which does use fossil fuel, although I expect it wouldn't be hard to substitute a suitable biofuel if they really wanted to.
Since 1969 there have been people living on Earth who have visited another world. It would be a terrible failure of humanity if one day this was no longer true. I am not fond of the Chinese government, but if they send people to the moon, I'll be enthusiastically cheering them on.
Think passive near-field 3D-sensors, not holiday snapshots. User position, gestures, navigation, that sort of thing. Kinect-like functions everywhere. Fire phone, but with actual uses.
You could do a lot of subtle UI improvements if you can localize the users in space around the device for instance; you could figure out who is speaking and if they're turned toward the device. No more "Yo, googly Siri-man, what's mein wiener kapiche?"-keywords, as the device can figure out if you're addressing it or not.
