No, X was the follow on to W from Stanford. I doubt you ran X on a BLIT, but on a 630MTG, aka Son of a BLIT. I was one of the engineers that ported X to the 630. The Internet worked on the assumption that a provider would be both a content source and sink. Comcast is just a sink. It doesn't have to worry about its behavior damaging its ability to distribute content on the Internet, as it has virtually none. Yes, I know that some people host on Comcast Business, but that accounts for a small percentage of the traffic flow.
