The letter that is the subject of this article has nothing to do with RMS's defense of Minsky. It has to do with a long standing issue that RMS, apparently, sexually harassed a large number of women, making quite a few leave the industry

The letter actually mentions none of that. Are there any credible sources for this?

Remember economics of scale apply to nuclear as well.

How so?

Like in every other field?...
By spreading fixed costs among many units, by reusing the tools and people in building many units instead of one and building up experience that can be used to optimize the workflow - that kind of ways.

To accept that improvements need to be made to nuclear technology means acknowledging that it has issues that need to be improved upon.

So to acknowledge that in this regard nuclear is just like every other technology EVER? Yeah, that would be absolutely shocking!

That's patently untrue. Steam is not charged because it does not sell something in regions where it is legally not allowed to: that would be absurd. Also, the EU has already explicitly acknowledged the problem of distributing digital content in a fragmented market where you may not have license in all the EU states and it's OK with a partial distribuion so much that it already has regulation for this exact situation.
