Made a huge difference to RF interference to my ham shack. the number of "birdies" from crap in the home went down to nothing so I could pull in signals that were closer to the noise floor a lot easier.

Sounds like either all the sources of the birdies are in that now-shielded room or all of your ham antennas are in that room.

my country would prosecute me for communicating internationally with someone who lives under a repressive regime

AFAIK, there is no country that prosecutes licensed Amateur Radio Operators for communicating with Amateurs in any other country, regardless of their government. If a government permits the Amateur Radio Service as part of their telecommunications policy at all, then those Amateurs can communicate with any other Amateur anywhere, provided the other Amateur is duly licensed in his or her respective country. (I have been licensed as VE3OAT since 1983.)

Given the very high transmitting power of HAARP, I don't think they have to transmit on the receiving frequency of the "target" receiver, or even in the same frequency band, or anywhere near that part of the radio spectrum for that matter, in order to cause serious damage to the electronic circuits of the target system. .
