I have yet to run across a website that works properly without JS and/or CSS enabled. Most can work (somewhat) with JS disabled/blocked, but without CSS give it up, the site is busted beyond recognition.

I'm not going to get into a pissing match online, but you might actually want to read that MSNBC article more carefully. There are a lot of weasel words used "could have, might have, possibly" and so forth.

The only thing I have to lose by moving to Linux, is Adobe LightRoom (I'm a photographer) but I'm starting to think the loss of LR outweighs the benefits of staying with Windows.
I loved the UI in Ubuntu circa 14 LTS but the "new" CrunchBang++ minimalism is really growing on me.
