Reminds me of a story my grandfather told me about his experience in the South Pacific. Punchline was "You're a dumb kid, that Japanese guy is a dumb kid, and you both stumbled upon each other. You've got nothing against each other, but because of something people thousands of miles away decided, only one of you was going to walk away that day."

Do you know anything about running a business? In a service industry, people costs are often a huge portion of a company's overall costs. Minor changes in that structure can have major impact on the bottom line.
Even in traditional manufacturing jobs, where a large percent of the costs are tied up in capital and materials, a modest change in employee costs filters through. Just ask GM and Chrysler.

Here's how it goes down. First, the military brass will come up with some disparaging name for the citizens who are the new enemy, just as they did for every other war:
"Haji" is the troops' term of choice for an Iraqi. It's used the way "gook" or "Charlie" was used in Vietnam. "From 'Gook' to 'Raghead'"
Next, the citizens (the bad ones) are depicted as subhuman. (The government will also direct the news to depict the new enemy as dangerous psychopaths, so the average citizen will not join in the revolt.)
Final step: 6-round burst, every time. Change barrels every 10 minutes.
