Submission + - The Plane Crash That Gave Us GPS

HughPickens.com writes: Sarah Laskow writes at The Atlantic about the KAL 007 incident where the Soviet Union shot down a passenger plane on September 1, 1983, killing all 269 passengers including a US Congressman en route from New York City to Seoul via Anchorage. At first, the Soviet Union wouldn't even admit its military had shot the plane down, but the Reagan administration immediately started pushing to establish what had happened and stymie the operations of the Soviet Aeroflot airline. It is widely believed that Korean Air Lines Flight 007 was already well off course when the crew routinely radioed that it was over its proper ''way point,'' or checkpoint, at a 90-degree angle to Shemya Island in the West Aleutian chain. Ultimately, the Boeing 747 jumbo jet cut across the lower tip of the Kamchatka Peninsula and the southern tip of Sakhalin Island, where it was shot down by a Soviet fighter.

President Reagan made a choice that, while reported at the time, was not the biggest news to come out of this event: Reagan decided to speed up the timeline for civilian use of GPS. The US had already launched almost a dozen satellites into orbit that could help locate its military craft, on land, in the air, or on the sea. But the use of the system was restricted. Now, Reagan said, as soon as the next iteration of the GPS system was working, it would be available for free. It took more than $10 billion and over 10 years for the second version of the U.S.'s GPS system to come fully online. But in 1995, as promised, it was available to private companies for consumer applications. It didn't take long, though, for commercial providers of GPS services to start complaining about the system's "selective availability" which reserved access to the best, most precise signals for the U.S. military. In 2000, not that long before he left office, President Clinton got rid of selective availability and freed the world from ever depending on paper maps or confusing directions from relatives again. "Originally developed by the Department of Defense as a military system, GPS has become a global utility," said Clinton. "It benefits users around the world in many different applications, including air, road, marine, and rail navigation, telecommunications, emergency response, oil exploration, mining, and many more. "

I owned a little Piaggio MP3 at the time -- that was my drive vehicle if for some reason I couldn't bike -- and yup, it's a great option... but, well, there's something to be said for arriving at work having just finished a nice workout as opposed to having just spent time breathing fumes on I-35. Did wonders for my stress level, and no better way to get exercise than to have it be over the course of accomplishing something you were going to do (and spend time and money on) anyhow.

Hiring managers put on their perfection goggles and write elaborate job descriptions laying out mandatory experience and know-how that the "purple squirrel" candidate must have. They define job openings to be entry-level, automatically excluding those in mid-career. Candidates suspect that the only real shortage is a one of willingness to pay what they are worth. Job seekers bend over backwards to make it through HR's keyword filters, only to be frustrated by phone screens seemingly administered by those who know only buzzwords. Meanwhile, hiring managers feel the pressure to fill openings instantly with exactly the right person, and when they can't the team and the company suffer. InformationWeek lays out a number of ways the two sides can start listening to each other. For example, some of the most successful companies find their talent through engagement with the technical community, participating in hackathons or offering seminars on hot topics such as Scala and Hadoop. These companies play a long game in order to lodge in the consciousness of the candidates they hope will apply next time they're ready to make a move.

SonicSpike writes: At the heart of this new clock is the element strontium. Inside a small chamber, the strontium atoms are suspended in a lattice of crisscrossing laser beams. Researchers then give them a little ping, like ringing a bell. The strontium vibrates at an incredibly fast frequency. It's a natural atomic metronome ticking out teeny, teeny fractions of a second.

This new clock can keep perfect time for 5 billion years.

"It's about the whole, entire age of the earth," says Jun Ye, the scientist here at JILA who built this clock. "Our aim is that we'll have a clock that, during the entire age of the universe, would not have lost a second."

But this new clock has run into a big problem: This thing we call time doesn't tick at the same rate everywhere in the universe. Or even on our planet.

Right now, on the top of Mount Everest, time is passing just a little bit faster than it is in Death Valley. That's because speed at which time passes depends on the strength of gravity. Einstein himself discovered this dependence as part of his theory of relativity, and it is a very real effect.

The relative nature of time isn't just something seen in the extreme. If you take a clock off the floor, and hang it on the wall, Ye says, "the time will speed up by about one part in 1016."

That is a sliver of a second. But this isn't some effect of gravity on the clock's machinery. Time itself is flowing more quickly on the wall than on the floor. These differences didn't really matter until now. But this new clock is so sensitive, little changes in height throw it way off. Lift it just a couple of centimeters, Ye says, "and you will start to see that difference."

This new clock can sense the pace of time speeding up as it moves inch by inch away from the earth's core.

Smartphone App To Be Used As Hotel Room Keys 150

An anonymous reader writes Starwood Hotels and Resorts has became the first chain to let guests unlock doors with their phones at 10 Aloft, Element and W hotels. They hope to expand the program to 140 more properties in those brands by the middle of next year. From the article: "The technology's developer says that it uses its own encrypted secure channel to ensure thieves cannot abuse the innovation. But one expert had reservations. "Nothing is 100% secure, and once this technology is in widespread use it will make a very tasty target for hackers," said Prof Alan Woodward from the University of Surrey's department of computing.

Most users don't want to go that far on a bike.

Really? Where I'm from, "range anxiety" is a thing -- people buying an electric vehicle don't want to run out of power off in the middle of nowhere.

I was an Optibike owner back in the day, and active on their mailing list -- one of the questions we got most often from folks deciding on whether or not to buy was how realistic the range numbers were (something like 47 miles in economy mode on the internal battery alone, and 105 with the external touring battery). It's a very real concern to folks who haven't yet bought in and realized how little of that range they'll habitually use. :)

Electric bikes tend to be lousy bikes.

The cheap ones, yes. If you're not going for cheap, then you get in-frame batteries and bottom-bracket motors -- and your stock components are made by named, high-end manufacturers.

Still a markup, sure, but that markup paid for Optibike to fly one of their engineers in to Austin to train a local bike shop on replacing their electrical components when mine broke, so I'm not much complaining. ;)

...which works, but can be incompatible with getting where you're going in a reasonable amount of time, if there's significant distance between points A and B.

Switching from a car to an electric bike did my health a huge amount of good commuting from Austin to Round Rock -- a 30-minute drive was a 50 minute assisted bike ride (acceptable), or a 90 minute unassisted bike ride each way (not always acceptable). Getting that 100 minutes of pedaling in each day (both directions) improved my health enough that in six months I was able to do the same commute on an unassisted bike on those days when I had three hours to spare. I don't see how that's anything but win.

As an aside -- my strongly preferred variety of e-bike is mid-drive, with the motor's power going through the chain, so you're still shifting. A really well-designed system such as that from Optibike is tuned such that the motor is only in its optimal efficiency band if you're pedalling alongside it -- one gets more assistance from an Opti if maintaining a constant 80-100rpm cadence, which is a good place to be in from a cardio perspective regardless.

Smart Meters and New IoT Devices Cause Serious Concern 168

dkatana writes: The ongoing deployment of internet-of-things devices is already creating serious issues and discussions about the privacy of users, IoT security, and the potential threat of cyber criminals taking control of sensors and smart devices connected to the Internet.

Security and privacy concerns associated with smart meters are why they are currently "optional" in several countries. That's the case in the Netherlands after consumer organizations and privacy watchdog groups campaigned vigorously to stop the mandatory smart meter deployment. A report from researchers at Tilburg University claimed that "smart meters have the capacity to reveal quite privacy-sensitive information, thus affecting not only informational privacy but also privacy of the home and of family life."
This now applies to televisions as well — an article in Salon discusses the author's new "smart" TV, which came with a 46-page privacy policy. Quoting: "It logs where, when, how and for how long you use the TV. It sets tracking cookies and beacons designed to detect 'when you have viewed particular content or a particular email message.' It records 'the apps you use, the websites you visit, and how you interact with content.' It ignores 'do-not-track' requests as a considered matter of policy. It also has a built-in camera — with facial recognition."

Labor Department To Destroy H-1B Records 190

Presto Vivace writes H-1B records that are critical to research and take up a small amount of storage are set for deletion. "In a notice posted last week, the U.S. Department of Labor said that records used for labor certification, whether in paper or electronic, 'are temporary records and subject to destruction' after five years, under a new policy. There was no explanation for the change, and it is perplexing to researchers. The records under threat are called Labor Condition Applications (LCA), which identify the H-1B employer, worksite, the prevailing wage, and the wage paid to the worker. The cost of storage can't be an issue for the government's $80 billion IT budget: A full year's worth of LCA data is less than 1GB."

Secret Policy Allows GCHQ Bulk Access To NSA Data 95

hazeii writes Though legal proceedings following the Snowden revelations, Liberty UK have succeeded in forcing GCHQ to reveal secret internal policies allowing Britain's intelligence services to receive unlimited bulk intelligence from the NSA and other foreign agencies and to keep this data on a massive searchable databases, all without a warrant. Apparently, British intelligence agencies can "trawl through foreign intelligence material without meaningful restrictions", and can keep copies of both content and metadata for up to two years. There is also mention of data obtained "through US corporate partnerships". According to Liberty, this raises serious doubts about oversight of the UK Intelligence and Security Committee and their reassurances that in every case where GCHQ sought information from the US, a warrant for interception signed by a minister was in place.

Eric King, Deputy Director of Privacy international, said: "We now know that data from any call, internet search, or website you visited over the past two years could be stored in GCHQ's database and analyzed at will, all without a warrant to collect it in the first place. It is outrageous that the Government thinks mass surveillance, justified by secret 'arrangements' that allow for vast and unrestrained receipt and analysis of foreign intelligence material is lawful. This is completely unacceptable, and makes clear how little transparency and accountability exists within the British intelligence community."

"Ambulance Drone" Prototype Unveiled In Holland 82

A Dutch-based student on Tuesday unveiled a prototype of an "ambulance drone", a flying defibrillator able to reach heart attack victims within precious life-saving minutes. Developed by Belgian engineering graduate Alec Momont, it can fly at speeds of up to 100 kilometres per hour (60 miles per hour). "Around 800,000 people suffer a cardiac arrest in the European Union every year and only 8.0 percent survive, the main reason for this is the relatively long response time of emergency services of around 10 minutes, while brain death and fatalities occur with four to six minutes,"
