Many agencies just have an unencrypted âoedispatchâ channel and an encrypted one for running drivers licenses and dealing with private information. It makes more sense logistically speaking anyways because every cop doesnâ(TM)t need to hear the results of another cop running a drivers licenses and if they do they can put their radio in scan mode.

People with degrees start life later, and often times with a lot of debt. They are organized in the most traditional sense, and will probably be buying a home a few years after graduation. This debt load makes mobility hard, and the chances that the person is living paycheck-to-paycheck are a lot higher. However, unlike someone with less earning power living paycheck-to-paycheck, the person with the degree will have a higher chance of having more to lose. You want the employee that needs you, not the one that will just wander off and say fuck-all when they're pissed at you the employer; they don't have anything, much less anything to lose, so why put up with you? The college grad has a credit score, mortgage, car, and family to protect.

It does show a huge culture shift. I remember making a snarky comment about starting a new site because they did something stupid, and the current owner/admin of the site replied to my comment with something like, "Well then you better start with our codebase then!"

It's something about how bubbly/happy/engaged/accommodating their admin staff was, was just .. infuriating; it also somehow kept me on the site. Today is now another story, with rampant censorship, vote manipulation, and a site-wide hive-mind mentality that's enforced by the admins themselves. Their utopian hands-off philosophy love-your-enemy philosophy has morphed into some weird dystopian-esque love me or leave me world where censorship is seen as a virtue.
