How do you do that? If an ISP has the target IP in its own IP blocks, you could purchase connectivity or hosting there and perhaps get the address allocated to you, but otherwise?

Replying to myself: the original paper has the answer: the IP was indeed within a hosting provider's IP block.

The NMC stores sensitive data on behalf of the professionals that it registers, including gender, sexual orientation, gender identity, ethnicity and nationality, disability details, marital status, as well as other personal information.

I wonder how they explain the need for sexual orientation and gender identity. Ethnicity is also weird from some viewpoints

The population of france is about 66 million so about 66% of the populations data...

Remove 20-25% of young people that are studying, and you get an idea of how many french people experienced unemployment (you do not sign up at France Travail if you do not look for a job). This is huge.

Also, it goes back many decades. That asks about GDPR compliance
