I was just contemplating a Rule of Business.

A person's uselessness can be determined by the amount of emails he sends, and usefulness by the amount CCed on.

I just can't figure out what the amount of emails one receives directly shows.

I'd say the the amount of emails received directly shows the efficiency or inefficiency of the organization of the company.

I'd adjust the CC rule to indicate the person's perceived importance/influence.

Heh. I think you're correct. But then, how do we measure that?

By the number of e-mails that are CCed to them

By how many they receive, or how many they want to receive?

How many they receive reflects the perception (by others) of that person's importance.

Maybe a person with an overinflated sense of their own importance would send excessive CC's to others.

compounded by the number of virus's/spyware said person introduces to the system/network based on their opening of said spam.
