Having a "digital dashboard" with all complete and correct data about prisoners is a good first step for management of this problem from just the point of view of the prisons. If you don't have consistent, correct data it is almost impossible to fix anything. The "Feds" should require a base level of standard data filing from every state. They should report the same data on Federal Prisons also. This is a complex problem that has many causes. Some of them - in no particular order include - Poverty, Education, Bad Parenting, and For-Profit Prisons - FPP.
Poverty: a poor economy where sometimes the only way to make good money is to turn to drug dealing and other crime. Fix it!
Education: the school system producing uneducated people who just don't have any skills to get a good job. Another pipeline into crime. Fix it!
Bad Parenting: aka single mothers, absent fathers. Enough blame to go around to everybody. Strengthen the two parent family structure. Fix it!
FPP: How about some debate over meaningful prison reform? What works in other countries? How about a tiered prison system of some type? Everybody processed into a "genpop" facility. The obviously violent get transferred to a "max security" facility. The rest are tested and categorized into "medium security" or to remain in "genpop". "genpop" being the group with the greatest chance of reform. The reform effort needs to be tailored to the population How about some serious education and vocational training opportunities for the inmates? Fix it!
A complex problem must be resolved with complex solutions. Fix some of the social issues creating criminals will fix the 'return to prison' issue. Admittedly a difficult problem itself and another debate to be had on what would work.
