The "US system" is based at the discretion of the employer as to how they want to implement time off. Most of the employers I've worked for save for one that I can think of separate sick time and vacation/holiday time. One of my employers actually converted from separate sick time and vacation time and combined them into a paid time off bucket. Justification? A recruitment/retention incentive.
As I understand it being a part-time worker has the potential to be even worse. Some of them don't even get paid for taking time off. Hence, the reason why some people show up under the weather. But again, this is employer-dependent.
