If you're looking to buy a software package for writing online help, RoboHelp is pricey but does the trick. I've been using it for 4 years and even after attempting other tools like DocToHelp (a disaster on wheels, especially since Wextech's been bought out by ComponentOne). You can writing HTML and WebHelp with ease. It still gets my vote time and again.
