To say CA has "clamped down on things...adversely affecting its people" is laughable. Many large cities have empowered violent vagrants, the drug-addicted and illegal citizens. Large cities, like San Francisco, are cesspools with feces, used needles on the streets and building corners used as urinals. Pension plans are bankrupt or kept afloat with a Ponzi scheme and higher taxes.
If you think the massive taxation in CA is helping their citizens, it certainly isn't helping air quality. Sure, LA's air is a toxic mess, but let's consider San Franciso/San Jose. Why is that air, worse than the most polluted city in Texas, Houston? Houston also does a lot of oil refining which San Franciso has little of.
At some point, you have to face facts. CA's political policies are failures.
