I'm from India and we have one of the lowest call/texting charges. For a special top-up 33 INR which is aroung 60 cents, we can send upto 6000 SMSs in a month. Also, we have CPP[Calling party pays] because of which incoming calls/texts are free. Added to the fact that 3G/data networks have just been rolled out a year and a half ago, majority of people are using feature phones for which SMS has a huge usage.
