We really need all candidate ballots to have a "No Confidence" or "None of the Above" option.

You actually have that option implicitly whenever you vote -- spoil your ballot.

Write a big fuck you across the ballot, or write "none of these candidates are suitable", or what have you. Sure, when the ballots are counted, your fuck you is put in the same category as the hanging chad. However, spoiling the ballot is the time-honoured way to express your displeasure with the candidates in a democracy.
