The REAL problem here is that the people who hire consultants tend not to even consider these issues. I have seen far too many consultants be allowed to make very large business decisions unhindered by management that brings them in. In many large consulting firms consultants are expected to push more services they are after all employees of a company whose business is to sell services/product. In fact many consultants make a bonus based on how much they can extend services or by how much they bill in a time period. This leads to the consultant having a choice to make -- sell more (sometimes unneeded hours/products) and succeed as a consultant or be ethical and do what is right by the company that is paying for your services. It seems like the later road is the least followed today.
