The Common Criteria replaces an earlier scheme here in the UK known as ITSEC. It had a range that went to E6 (broadly equivalent to Common Criteria EAL-7). There were in fact a number of software products commercially produced to ITSEC E6. These were the MULTOS smartcard operating system, and the Mondex electronic purse that sat thereon.
