I think the problems with that build wouldn't translate directly to USA. Biggest of the problems have been using Portuguese engineers and eastern European construction guys to do the project. People in the work site doesn't even speak same language.
Also Areva has been too greedy in cost cutting and didn't account that Finnish nuclear watchdog actually checks the quality of the construction work, so they had to redo work which would have been cheaper to do correctly from the start.
As such I would say it's failure in capitalism more than failure in nuclear power that the plant is late and over budget.
