I would go back to the Ancient greek civilization, 250 BC. Use technology to unite them and work together to spread democracy. Not by conquest, but by giving them technology if they move towards a democracy.

This in order to avoid the 1000 year waste because of religious domination. Which was caused because Rome gained power through conquest and remained in internal conflict making them weak

Problems:

- I don't speak the languague.

I will prepare myself by learning the written language and how it was probably used in speech. At arrival I will spend the first couple of years observing society and learning language and how to behave in the culture.

- At the time greece where just a lot of seperate cities and farmers.

I will convince political leaders to join an alliance by giving them technology when they implement a certain democratic principle. They will always remain sovereign and independent so long as they uphold the principle and defend the alliance.

- I will never see the fruits of my labour, don't care.

- They will simply take the technology and go forget about democracy.

Technology will be spread slowly, only one piece per cycle and one democratic principle per cycle.

Each cycle takes 10 years, this causes the population to get used to changes and demand them in case leaders would try to change them back.

1. Better crops

- Current crops grow better and require less resources. There is a possible technological development where bacteria that have much better photosyntheses processes are integrated in plants resulting in drastically improved plant growth, even compared to modern fertilizer methods.

- In return cities and countries would teach their population basic reading, writing and calculus.

2. Printing press

- Better communication, development of technology. Allows the goverment to spread their point of view much better.

- In return they spread neutral news reports on events every week.

All the steps I can think of for now.

In the end they should be able to choose their own leaders.
