Isn't this just a proprietary, non-cross-platform implementation of Synergy?

Rigged? That was clearly a mistake. Why would somebody who is going through the effort to rig ballots use that to send democratic primary ballots to people voting in the republican PRIMARY? That would be really counter-productive.
