The maintenance was delayed because that's a cost that they can't recoup from the PUC. Trust me, there weren't a bunch of highly paid arborists sitting on their trucks waiting for some small turtle to cross the road before they could clean up the trees near the power lines. I'll admit, blaming SDGE/PGE for large fires that were sparked by their (poorly maintained) equipment, when the whole whole forest is overgrown isn't good for public policy.

In CA, grid operators are guaranteed profits. They don't build infrastructure because people need it, they build it because they will get a specific rate of return from the Public Utilities Commission for it. Then they will under-maintain it, because that's a cost that they can't recoup from the PUC. They then plow a portion of those profits into lobbying tooth and nail against rooftop solar... you know energy that is generated near the point of use that will not need expensive infrastructure to deliver to the load. This study is just a part of a FUD and lobbying campaign by SDGE/PGE. As we speak they are trying to push out a "grid tax" of ~800$/year for every rate payer in CA. Don't buy their hype.

Without digging in, I can 100% tell you that this study is paid for by SDGE/PGE, investor owned utilities that deliver record profits every year. I'd buy their stock if they weren't such absolute scumbags. The purpose is to deliver FUD, and justify expensive infrastructure and utility-scale solar, at the same time as they change laws and regulations to eliminate rooftop or community solar. These utilities are guaranteed 10% ROI on all infrastructure spend, so the more the better for them. The vast majority of electric car needs could be satisfied by roof solar at the residence or place of work, but that wouldn't get the big utilities any $$ at all.
