I worked for a company that ran IT for two London hospitals. I have been a patient and have witnessed a doctor writing a letter to another doctor for a referral for a good 15 minutes. There are MASSIVE inefficiencies associated to letting each and every hospital in the UK to run their own IT. They should all rely on a single system and benefit from economies of scale, like many other countries do. I am sure the problems you mention exist; nevertheless is not enough to put more money and better professionals into it. You also need to look elsewhere and think, so, how is it that other countries have better quality of care? Have you seen the ranking of UK? It is nowhere near the top.

I was working for the company that managed the systems of the Royal Marsden and Chelsea and Westminster hospitals ten years ago. I insisted they patched their Windows servers, and I warned they could be affected by a ransomware worm. After several months of inaction, Wannacry hit, putting them off line for a couple of days. I dont know how this particular attack unraveled, but it seems not much has changed in the NHS.

All PKI players pushed their own standards and not one became dominant (think VHS / Beta one hundred times over) The technology is now so complex that you can't buy a product in a shop and plug it into a PKI solution without multiple, not very user friendly steps. I think the question is not why is PKI not used for voting, I would ask Why it is not being used effetively almost for anything at all? My best guest intellgence agencies pushed ahrd to make it fail, becuase they could see how much power they would use if it became universal.
