Or....you develop a mixed fleet of light and heavy water reactors to extract power along the way, only re-processing once it has cycled through light and heavy systems. ....we kind of do this in NA where spent fuel from US reactors and other fissionable isotopes are mechanically reprocessed and used in Canadian CANDU reactors. CANDU reactors have operated around the world for decades. I consents are rare. Meltdowns basically impossible.
