This actually isn't Googles fault. Check the servers robots.txt and you'll notice that it's disallowing all search engines from indexing the /help/ folder.

A notice has been posted in a Flickr help forum about this and it would appear that China has turned on their Golden Shield Project http://en.wikipedia.org/wiki/Golden_Shield_Project to censor the site.
