Assuming that this XSLT exists, it would then be pretty simple to save to this format from M$Word 2003. Just save as xml with the "Apply Transform" checkbox ticked.
I've had a brief look at this standard, and it is many pages long. I think that creating this XSLT will involve quite a bit of labour.
