I have found AIS to the be the tech I'd least like to be without in costal waters, certainly in Northern Europe. The shipping lanes are a serious headache around the English Channel and the North Sea. Being able to see (hopefully) all ships that might be of concern and being able to get their MMSI and give them a call is incredibly handy.

I suppose I'm assuming you have all the standard kit on board (VHF DSC, decent GPS / plotter, (G)EPIRB).

If you're planning round the world, you'll be wanting more interesting radio tech...

Oh, and good batteries and power management is a god send. Without it your power budgets have to have such absurd safety margins you almost always end up needing jerrycans full of diesel everywhere.

UK Gov't To Require ID Cards For Some Foreign Residents 216

craigavonite, writing "It's looking like the UK is in for biometric ID cards within the next few years, despite widespread protest from groups such as 'NO2ID,'" excerpts from an article at the BBC describing a UK identify card to be issued starting later this year: "The biometric card will be issued from November, initially to non-EU students and marriage visa holders. Home Secretary Jacqui Smith said the cards would allow people to 'easily and securely prove their identity.' Critics say the roll-out to some immigrants is a 'softening up' exercise for the introduction of identity cards for everyone."

Andersen, has finally drawn to a close, as the RIAA was forced to pay Ms. Andersen $107,951, representing the amount of her attorneys fee judgment plus interest. But as some have pointed out, reimbursement for legal fees doesn't compensate Ms. Andersen for the other damages she's sustained. And that's where Phase II comes in, Andersen v. Atlantic. There the shoe is on the other foot, and Tanya is one doing the hunting, as she pursues the record companies and their running dogs for malicious prosecution. Should be interesting."

UK Gov't Proposes Massive Internet Snooping, Data Storage 342

Barence writes "Big Brother Britain moved a step further today with the news that the Government will store 'a billion incidents of data exchange a day' as details of every text, email and browsing session in the UK are recorded. Under new proposals published yesterday, the information will be made available to police forces in order to crack down on serious crime, but will also be accessible by local councils, health authorities and even Ofsted and the Post Office. The Conservatives have criticised the idea, with the Shadow Home Secretary saying, 'yet again the Government has proved itself unable to resist the temptation to take a power quite properly designed to combat terrorism to snoop on the lives of ordinary people in everyday circumstances.'"

After all, as Fatal Exception's Neil McAllister points out, new code may in fact be more expensive than old code. According to an IDC survey, code complexity is on the rise. And it's not the applications that are growing more complex, but the technologies themselves. 'Multicore processing, SOA, and Web 2.0 all contribute to rising software development costs,' which include $5 million to $22 million spent on fixing defects per company per year. Do the math, and California's proposed $177 million nine-year modernization project cost will double, McAllister writes. Perhaps numbers like those won't deter modernization efforts, but the estimated 90,000 coders still versed in COBOL may find themselves in high demand teaching new dogs old tricks."

New Olympics Scoring: No More Perfect 10.0 722

Dekortage writes "If you watch the Olympics gymnastics this year, you may be confused by the new scoring system which will let athletes score 14, 17, or even higher. The new rules are 'heavy on math' and employ two panels of judges: one for technical difficulty, which adds points up from a score of zero; the other for execution and technique, which starts at 10.0 and subtracts for errors. The two numbers are then combined for the final score. As one judge put it, 'The system rewards difficulty. But the mistakes are also more costly.' The new rules were adopted after South Korea protested a scoring at the 2004 Olympics." Now I'm sure that no Slashdot reader will intentionally watch any "sport" that has judges determine the winner, but their wives/girlfriends might seize control of the remote because they want to know who is the best at that ribbon-twirling thing.

Theorists Make Quantum Communications Breakthrough 155

KentuckyFC writes "One of the cornerstones of modern physics is Claude Shannon's theory of communication, which he published in 1948. If you've ever made a phone call, watched TV, or used a computer, you've got Shannon to thank for describing how information can be moved from one place in the universe to another using an idea called the channel capacity. But nobody has been able to develop a quantum version of this theory. So physicists have no idea how much quantum information can be sent from one point to another. Now two American physicists have made an important breakthrough by proving that two quantum channels with zero capacity can carry information when used together. That's interesting because it indicates that physicists may have been barking up the wrong tree with this problem: it implies that the quantum capacity of a channel does not uniquely specify its ability for transmitting quantum information (abstract). And that could be the idea that breaks the logjam in this area."

An anonymous reader sends along a link to a mindbending article in Science News on quasicrystals — odd materials with a structure partway between order and disorder. Now researchers have found something even odder: a material that's partway between a quasicrystal and a regular crystal. The order in the new structure is provided by the Fibonacci sequence. It was constructed with plastic beads and laser beams, so no new materials science inventions are on the horizon. "'We are absolutely sure that this structure should have properties that are not usual,' Mikhael says, because materials with odd structures almost always do. Now they just have to figure out what those properties are."

iPhone Nano To Be Launched By Christmas? 249

the-s-dog writes writes to mention that while there have been many people wishing on a star for an iPhone nano, it seems that at least one UK news pub is confident that it will happen, and in time for this Christmas no less. Still completely unfounded rumor, but an interesting possibility. "Apple is about to launch a 'nano' version of the hugely successful iPhone. It is expected to be in the shops in time for Christmas. The product will be launched in the UK at up to £150 for pay-as-you-go customers by O2, the mobile phone group owned by Spain's Telefonica. 'This will be a big one,' said an industry source."

But a student & a professor at USC have proven that the Viterbi algorithm can be applied to quantum communication. In the traditional Alice sends Bob a message scenario, 'Bob can reliably spot errors, and knows which message qubits are bogus before he opens the message — crucial, because opening it destroys it; and if it is garbled, he has nothing.'"

The government, prodded by entertainment lobbyists, has gotten six UK ISPs to agree to help police piracy on their networks. A leaked government letter says they are looking to cut internet piracy by 80%. In the same week Microsoft released a study which found that some 54% of UK file sharers are between 11-16. The UK's Green Party has already spoken up, calling the new policies an 'Attack on Civil Liberties.'"

One or both of these displays has probably been the focus of all of your attention at one time or another. Neither display is actually telling you what you think it's telling you. The signal strength bars on a mobile phone or laptop do, at least, say something about how strong the local signal is. If you call 267-SLY-DIAL and listen to a short ad, you can then be connected to the voicemail inbox of any US mobile phone subscriber, without causing their phone to ring. Sounds kinda useful — but incredibly, MobileSphere is pitching the service as a way to avoid actually communicating with all those difficult, boring people in your life. In reply to suggestions that Slydial erodes and cheapens genuine human interaction, a MobileSphere exec says the company is just combating technology with technology, by helping people take control of whether and when to talk with their friends, family, and coworkers."

'We are going to visit a living, breathing star for the first time,' says program scientist Lika Guhathakurta of NASA Headquarters. 'This is an unexplored region of the solar system and the possibilities for discovery are off the charts.'"
