Your always allowed to film or photograph or record others in public in European countries. Only when you publish something someone might not like you can be prosecuted.

Flaming space junk from a Russian satellite narrowly missed hitting a Chilean airliner over the pacific ocean. The pilot of a Lan Chile Airbus A340 en route to New Zealand told air traffic controllers on Wednesday that he had seen pieces of flaming space junk falling about 8 km in the front of the plane and behind it.
