The goovernent AS A WHOLE might not have a stake in lying, but that doesn't mean that individuals in positions of power don't, and let's face it, most people tend to believe "the experts", on most matters.

Let's pretend you and I wanted to mislead a massive (mostly intelligent and civilized) population of people to our own gain. What would be the most effective way to do that? Would it be to spread misinformation through an incoherent rag-tag group of individuals through non-official channels? Or would it be to engage in regulatory capture, bribery, blackmailing, and then use "official" channels that are known and trusted by a wide portion of that population to spread our message? Purely a theoretical, strategic thought exercise of course - ya know, since we're using game logic.
