I've never heard this, I think you're mistaken.
For all unions I've heard of or worked under, they don't care if you have a degree or certificate. Hell, they don't even take part in the hiring process. My local grocery store and my airport are both unionized, and most people who work for these shops don't have higher than a high school education (if that).
