I haven't logged into Slashdot in years. When this sort of big news happens, I just want to see the outcome. If I'm excited by it, THEN I'll look into the back stories and reports on it.

Does this mean we can just pay off any fines by drawing large sums of money (or just sacks with $$'s on them, would be easier).

This is why a gun licence is needed.
Some of the tests could include:

• Weapon maintenance
• Rights and Wrong
• Aiming test: put them in a room (on their own) and tell them to hit a big target (I like the idea of a moving target) at 50 paces 3 times. This would test gun handling abilities and aiming.

I guess the only thing left to work out is if a blind person manages to hit the target.
I'm thinking it would be a bit of fun to just let them loose...
