I believe that, conceptually, this is right on target. Practically, today's CPU are very noising across the RF spectrum and my guess is that THEY will be able to determine the actual instructions being executed using spectral theory and signal processing techniques. At the cost of performance, additional layers of instruction execution noise could be used to increase the complexity of RF radiation making the cracking mathematically more... challenging.
