I can see it now. US sets up Moon Colony. Moon Colony starts exporting Helium3. US starts taxing the export of Helium3 to recoup the cost of setting Moon Base. Moon Base seeks congressional seats for fair representation. US denies congressional seats since the moon is not technically a "state". Moon Base declares independence from US due to unfair taxation.
