Second thing is, dog barking is a nuisance prohibited and regulated in virtually all jurisdictions in the US. The dog owner is responsible for curbing the noise and must be aware of that. Especially is in an HOA, there are often prohibitions against dog barking noise. While you're working out the situaiton with the neighbor, it may be possible to reduce impacts on sleep disturbance by relocating the bedroom to the other side of the house, and running a sleep machine with steady sound such as pink noise during sleeping hours. ... Sleep interference and allostatic load from chronic noise-produced startle or emotional stress are principal effects directly associated to noise worldwide.
