From Apple's own website, when one goes to download iCal (my italics):

Check the system requirements:

Mac OS X version 10.2 "Jaguar" required

Publishing calendars on the Internet requires a .Mac membership or a WebDAV server.

Sounds to me like they're explicitly allowing this. :)
