You're right, people do this. And if I'm involved I offer to help them revive their existing computers. But more often than not they insist on just upgrading hardware.
On one occasion the owner of the spyware infected system agreed to give me the "old" Dell Dimension 500 (because it was "just too slow for XP") if I built them a new one. So they got a new P4 with M$ XP, I wiped the hdd on the Dell, installed Gentoo and slapped on a LCD flatscreen, Atlec Lansing speakers and it's a very impressive multimedia desktop. So everyone's happy
