I've always been of the opinion that managers/marketrons push the buggy crap out the door to meet market windows.
The fact that the product is buggy is secondary to getting to market. Get someone to buy the thing; bugs&all, and fix the bugs after the sale.
After all, while the customer bought crap; dammit it's *our* crap, and we got the $$. And few customers will admit they made the wrong decision and go somewhere else after seeing how bad it is.
