The report is incorrect in its base claim that the earth's rate of rotation is slowing down even more the usual. In fact the earth's rate of rotation has been speeding up since 2020. I wonder how many of these unreported pools are just kiddy pools that the tenant "installed". AI maybe able to get you a list of candidates, but the final decision to tax someone should have a human in the loop. I've seen examples where a guy holding a lamb in his arms has it identified as a dog because the AI was picking up the context of an animal in someone's arms and typically it IS a dog...but not always...

Galileo and Beidou are world wide as well and have surpassed GPS in quality. Glonass is also worldwide but lower quality than GPS.

If the US military wants to spoof/jam the GNSS in smartphones they certainly can do it even with the extra constellations and signals. It just takes a little more effort.
