It's rather simple. The "programmers" of the IE6 only web applications, didn't know how to write WC3 compatible HTML. Now that there are more applications, that need to be rewritten for IE8, than they can handle. It's kind of like this; Where I work it took 1 year of one programmer's time to convert 2 web application to work correctly with IE7 and IE8 and Firefox and Safari. Multiply that by how many web applications the UK has and you can quickly see how daunting the task is. What should have been done and what needs to be done are two different things.
