My issue with it isn't that they're using a processor, it's that this class of processor is likely overkill. So, either it's so readily available they have a warehouse full of them, or somebody wants to stir up shit. I'm guessing it's effectively the latter. Running out of fuel is not inherently a distress call, on calm seas with no immediate risk to life it is a call for aid. It would be escalated to a distress call if the situation changed, rough seas, drifting towards rocks, etc. would be valid for a distress call.

Is there an immediate risk to life and safety? No - call for aid.
