Here in Holland @ -10C we say:Brutal - the dogs get a very VERY short walk.
And: time for "de Elfstedentocht" (national ice-skating-event on natural ice between 11 northern cities, rarely occurs, once every 10 years orso).
Never mind any lower temperatures..
