Polish Telecom (TP S.A.) started using such blacklist on 20th December 2008. Even stranger - in many European countries, including Poland where I currently live, you _can not_ release you work this way. People still have to pay money to ZAIKS (our equivalent of RIAA) even when then use supposedly public domain / creative commons content.
