Please don't miss the point on the amendments to this bill: by by requiring that the crew be made as safe as the passengers, the bill prevents the testing of any spacecraft. Passengers can't fly in a craft that has no safety record. How could a crew test a space craft that has no safety record? Obviously, they couldn't.
