schwit1 writes: Sullivan added that while the Clean Air Act did not address emissions from outside the country, foreign policy concerns and the risk of courts “stepping on the toes of the political branches” barred the city’s lawsuit.

Nick Paolucci, a spokesman for the city’s law department, said the city was disappointed it could not hold the oil companies “accountable for the environmental damage they knew their products would cause.”

Festo's Drone Dragonfly Takes To the Air 45

yyzmcleod writes "Building on the work of last year's bionic creation, the Smart Bird, Festo announced that it will literally launch its latest creation, the BionicOpter, at Hannover Messe in April. With a wingspan of 63 cm and weighing in at 175 grams, the robotic dragonfly mimics all forms of flight as its natural counterpart, including hover, glide and maneuvering in all directions. This is made possible, the company says, by the BionicOpter's ability to move each of its four wings independently, as well as control their amplitude, frequency and angle of attack. Including its actuated head and body, the robot exhibits 13 degrees of freedom, which allows it to rapidly accelerate, decelerate, turn and fly backwards."

DOJ Often Used Cell Tower Impersonating Devices Without Explicit Warrants 146

Via the EFF comes news that, during a case involving the use of a Stingray device, the DOJ revealed that it was standard practice to use the devices without explicitly requesting permission in warrants. "When Rigmaiden filed a motion to suppress the Stingray evidence as a warrantless search in violation of the Fourth Amendment, the government responded that this order was a search warrant that authorized the government to use the Stingray. Together with the ACLU of Northern California and the ACLU, we filed an amicus brief in support of Rigmaiden, noting that this 'order' wasn't a search warrant because it was directed towards Verizon, made no mention of an IMSI catcher or Stingray and didn't authorize the government — rather than Verizon — to do anything. Plus to the extent it captured loads of information from other people not suspected of criminal activity it was a 'general warrant,' the precise evil the Fourth Amendment was designed to prevent. ... The emails make clear that U.S. Attorneys in the Northern California were using Stingrays but not informing magistrates of what exactly they were doing. And once the judges got wind of what was actually going on, they were none too pleased:"

So basically it's a spray on coating of organic material, AKA planetary porn.

More Solar Panel Problems For ISS 118

rufey writes "This week there have been two pieces of bad news from the International Space Station. First was the discovery of metal shavings inside a problematic rotary joint used to keep one set of solar panels in the optimal position for power generation. At the close of a subsequent spacewalk, after it was relocated to its permanent location, the unfurling of the 4B solar panel resulted in it tearing in two places. A spacewalk is now planned for November 4th to attempt to fix the tear. The upcoming spacewalk is not without risks, including the remote possibility of electrocution since it is impossible to stop the solar panel from generating electricity during the repair attempt. NASA says the ripped wing needs to be fixed or the solar rotary joint problem solved before any more shuttles can fly to the space station and continue construction. With a hard deadline of 2010 for Shuttle retirement, NASA does not have much wiggle room in the schedule in order to finish ISS construction."

merryprankster writes "New Scientist reports that Scripps Research Institute scientists have found that lowering the body temperature of mice by just 0.5C extends their lifespan by around 15%. Until now the only proven way of increasing longevity has been calorie restriction — but as this also causes a lowering of body temperature the researchers speculate that this cooling may be the underlying mechanism retarding aging. In this study mice with a defect in their lateral hypothalamus, which has the side effect of cooling body temperature, not only lived longer but also ate normal amounts."

Bomb Explodes At PayPal Headquarters 551

The explosion was powerful enough to knock out one of their plate glass windows but thankfully that was the only casualty of the blast. Perhaps they should have offered employee protection instead?
